Adult Day Care Director creates and directs programs that address the health, psychosocial, and educational needs of older individuals and their caregivers and that provide clients a safe, secure, and positive daily experience. Responsible for recruiting, training, and retention of qualified staff. Being an Adult Day Care Director manages the financial operations for the center including billing, reimbursements, and budgets. Performs assessments of prospective clients to determine if programs will meet their needs. Additionally, Adult Day Care Director coordinates with caregivers, families, social services agencies, and medical professionals to plan clients program of care. Monitors programs to ensure effectiveness, quality care, compliance with applicable regulations and standards, and to identify areas for improvement or expanded program offerings. May be a RN with experience in gerontology. Requires a bachelor's degree of social science or a directly related field. Typically reports to top management. The Adult Day Care Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. To be an Adult Day Care Director typically requires 3+ years of managerial experience.     General Statement of Duties

    Performs administrative, professional and supervisory work in managing the adult day/health center program for older and disabled adults.

     

    Distinguishing Features of the Class

    An employee in this class is responsible for planning, organizing and supervising day/health services for older and disabled adults and CAP/MR citizens participating in the day care center programs. Work includes managing the budget ensuring expenditures are within approved budget and collecting fees, developing program policies and procedures, overseeing and ensuring proper documentation is maintained, and supervising staff in the delivery of personal care, safety, socialization and group activities and transporting services. Work involves recruitment of clients, grant writing, determining eligibility and service plan development, and serving as an advocate for clients. The employee takes the lead and works with staff in planning and leading activities, and spends some percentage of time providing the personal care services with the clients as needed for staffing coverage. Professional work also includes coordination and facilitation of an Alzheimer’s Support group and preparing social evaluations for guardianship cases. Work involves ensuring adherence to state standards and regulations, and agency policies, procedures and regulations. Sound judgment and initiative and professional knowledge of the field of social work or the health fields and mental conditions of older and disabled adults are required. Public contact requires tact and diplomacy. Duties may expose the worker to human body fluids thus the position is subject to the OSHA requirements on bloodborne pathogens. Work is performed independently under the general supervision of the Executive Director and is reviewed through conferences, review of records and reports, observation, and program accomplishments.

     

    Duties and Responsibilities

    Ensures program operates within the approved budget and according to the standards and requirements of funding sources; tracks bills and receipts; approves expenditures and routes to finance.

     

    Develops and proposes fee schedule with Executive Director and Finance Officer to ensure costs are covered; completes bills and required forms to bill funding sources; writes grants for funding and completes required reports.

     

    Develops program standards, policies and procedures assuring adherence to state and/or funding source standards and requirements.

     

    Provides information on the program to clients, families and others; explains policies, procedures and cost, completes required forms such as application, consent forms, etc. and develops service plans.

     

    Responsible for completing CACFP applications, determining eligibility, monitoring meal patterns, completing requests for reimbursement, maintaining all records according to 7CRF226.15(e) and approving purchases.

              Ensures training of CACFP staff is current.

              Serves as Sponsoring Organization monitor of the Child Day Care.

              Ensures that kitchen and dining room meet required health standards.

              Ensures that all Civil Rights requirements are met.

     

    Organizes, supervises, and participates in the daily operation of the adult day care program; schedule clients based on needs; plans monthly activity and snack schedules; reviews daily progress notes completed by staff.

     

    Supervises staff working with clients in the center; recruits, hires, orients, trains, coaches and motivates, evaluates performance; takes disciplinary action and dismisses aides; recommends dismissal of professional staff.

     

    Provides leadership in planning program activities; involves staff in assisting with the planning, preparing and leading activities.

     

    Works in the day care center; leads activities; interacts with clients and assists with bathroom needs, feeding, etc.; completes progress notes on client participation and needs, etc.; coordinates intergenerational activities with on-site children’s day care center.

     

    Fosters relationships with clients and families; talks with and encourages clients; keeps families informed of changes in health or behavior by telephone, in person and by correspondence; listens to clients and families’ concerns and seeks to resolve problems.

     

    Promotes the program and recruits clients; speaks before civic, community, church, and other groups on the services, programs and activities; promotes through radio and newspapers; creates program flyers.

     

    Prepares information and/or reports for CAP/MR Medicaid audit, quarterly and yearly quality assurance review, yearly re-certification by NC Department of social Services and the program’s portion of the agency’s national accreditation; attends related audit and QA meetings.

     

    Serves as facilitator for Alzheimers’ support group meetings; serves as an information and referral source regarding community services and resources.

     

    Maintains required records and prepares reports; assures accurate records are maintained to meet standards and funding requirements; updates client records regularly, including progress notes, service plans and other required documentation.

     

     

    Additional Job Duties

    Completes social evaluations on persons that potentially require a guardian; interviews respondents and family; drafts written evaluation; attends hearings and is available to testify.

             

    Performs related duties as required.

    Considerable knowledge of the aging process and understanding of the needs of the older and disabled adults with varied physical and mental conditions.

     

    Considerable knowledge of the effect and impact that problems of aging and disabilities have on families.

    Considerable knowledge of adult day care programming and personal care needs and state standards.

    Considerable knowledge of state and funding standards, rules and requirements for programs and operations.

    Considerable knowledge of budget, personnel and purchasing policies and procedures and ability to explain and implement them in the work unit.

    General knowledge of resources available to older and disabled adults.

    Skill in assessing the older and disabled adult and completing a service plan.

    Ability to plan, organize, train, monitor, and supervise volunteers

    Ability to exercise judgement and discretion in working with clients and implementing program policies.

    Ability to establish and maintain effective working relationships with employees, supervisor, older and disabled adults, families, community and governmental agencies, and the general public.

    Ability to communicate effectively in oral and written forms and to speak publicly.

     

    Physical Requirements

    Must be at least 18 years of age.

    Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, crouching, reaching, pulling, pushing, lifting, walking, standing, fingering, grasping, feeling, talking, hearing and repetitive motion.

     

    Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

    Must possess the visual acuity to prepare and analyze data and figures, to operate a computer, to read extensively, and to inspect work of others.

     

    Desirable Education and Experience

    Graduation from college or university with a four year degree in social work or the human services or health field and considerable professional experience in providing services and working with older and/or disabled adults; or an equivalent combination of education and experience.

     

    Required Experience and Education

    Must have completed a minimum of two years of formal post secondary education from an institution accredited by an accrediting agency recognized by the US Department of Education (including colleges, universities, technical schools, and correspondence schools) OR shall have a high school diploma or the equivalent and a combination minimum of five years experience and training in services to the elderly or adults with disabilities.

     

    Must have at least two years of work experience in supervision and administration.

             

     

    Special Requirements

    Present a written medical statement, completed within the prior 12 months by a physician, NP, or PA certifying that the employee has no illness or health condition that would pose a risk to others and that the employee can perform the duties assigned in the job.

     

    Provide at least three references, including at least one former employer. References shall have knowledge of the applicants background and qualifications.

     

    Willingness and ability to successfully complete training and certification as a Qualified Developmental Disabilities Professional by the State.
