SUMMARY:
Under general supervision of the Executive Director, Human Resources, the incumbent processes payroll functions for employees and students including federal, state, and local taxes. Manages employee leave plans, trains and supervises Human Resources Coordinators, verifies data entry for all Colleague functions, prepares and distributes reports for various college and government entities.
Qualifications (Required and Preferred)
MINIMUM EDUCATIONAL AND WORK REQUIREMENTS (MINIMUM QUALIFICATIONS):
Bachelor’s Degree and four (4) years directly related, full-time work experience or Associate’s Degree and six (6) years directly related, full-time work experience. Work experience should illustrate progressively higher levels of work duties and responsibilities.
PREFERRED:
Master’s Degree in Accounting, Business Management, Human Resources, or related field; FPC (Fundamental Payroll Certification)
SHRM-CP/SHRM-SCP or PHR/SPHR
CERTIFICATION OR LICENSES:
Valid Texas Driver License, or ability to obtain one
Job Duties and Responsibilities
The incumbent:

Oversees and coordinates the input of payroll data to include tax, benefit, wage deduction, and wage information into the College’s software system and completes the necessary processes to produce payroll for exempt and non-exempt employees and eligible Work Study students.

Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.

Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.

Computes overtime and compensatory time and enters data into College’s software system.

Responds to general inquires regarding payroll, taxes, direct deposits, and other payroll related items.

Ensures compliance with federal, state, and local payroll, wage, and hour laws. Facilitates audits by providing records and documentation to auditors. Maintains integrity and validity of payroll processing by randomly checking all processes and analyzing data.

Submits new and terminated employee data to Office of the Attorney General in timely manner and implements child support payments as necessary. Verifies social security numbers with Social Security Administration upon receipt of I-9 documents.

Maintains confidentiality and upholds FERPA and general privacy standards.

Prepares monthly grant reports to ensure compliance and balancing for Texas Workforce Commission and other organizations. Generates and submits payroll and labor reports as required.

Creates and maintains leave plans for eligible, full-time employees and provides support for leave tracking system within College’s software system.

Tests and configures Leave and Time Entry functions in Self-Service and provides training to Human Resources employees for implementation.

Maintains and updates College’s Personnel Catalog and Organizational Chart, ensuring accurate versions are posted to College Website and Employee Portal.

Receives and processes transcripts from new and current employees. Forwards transcripts to appropriate departments to ensure SACSCOC compliance for the College and to verify pay accuracy.

Assists with FMLA and ADA Accommodations requests.

Represents Temple College at job fairs.

Assists Executive Director with all aspects of the Human Resources office to include employee benefits, retirement plans, federal and state reporting.

Develops, supervises, and provides training for Coordinators within Human Resources.

Oversees new employee application process, onboarding, and data entry into Ellucian software, ensuring timely and accurate processing.

Oversees benefits administration and data entry into ERS software, ensuring timely and accurate processing.

Attends relevant payroll and H.R. conferences and participates in learning opportunities that will further develop and assist the department and Temple College.

Cross-trains and provides coverage for Human Resources staff upon their absences, specifically with NeoEd software, benefits, retirement, and other general Human Resources inquiries.

PHYSICAL EFFORT:
Light physical activity is required with occasional lifting of objects up to 15 pounds. A considerable amount of data entry is required. May require long periods of sitting or standing.
WORKING CONDITIONS:
Work is normally performed in an office setting.
WORK SCHEDULE:
Monday-Thursday: 8:00 AM to 6:00 PM
Friday: 8:00 AM to 12:00 PM
Summer schedule
Monday-Thursday: 7:30 AM to 6:00 PM with half-hour lunch
This is an on-site position. Essential duties of the role must be performed in-person, during prescribed work hours.
