Senior Director of Behavioral Health

  • Scheduled: Generally, Monday – Friday 8:30 a.m. to 5:00. Additionally, this position requires an appropriate level presence and leadership for 24/7 operations, including weekends.

    Reports to: Chief of Programs

    Location: 444 Harrison Ave. Boston and other Pine Street Inn locations as needed

    SUMMARY OF THE POSITION:

    Reporting to the Chief of Programs, the Senior Director for Behavioral Health provides leadership and direction to all clinical service programs-Stabilization Day Treatment Program, DMH funded programs, as well as all medical billing and compliance related to billable, clinical services. The Senior Director also provides clinical expertise and guidance to other program areas with clinical staff capacity and ensures streamlined coordination of care for guests and tenants across the organization. While upholding the Inn’s mission and values, the position ensures that all of PSI behavioral health programs are operating to support achievement of the department’s goals and outcomes. The position requires significant visibility and positive, close collaboration between and among other agency departments and external collaborators. With supervision responsibilities for several senior-level positions, the Senior Director must be available for emergency consultation as needed by the 24/7 nature of these programs.

    Functions as a member of the senior program leadership team and participates in all management level meetings including program leadership and program working group. Remains responsive and supportive across departments, co-leading projects as assigned. Develops implements and maintains, in person or by delegation, contract applications, renewals, and data collection. Ensures that all reporting to funding sources complies with all regulatory requirements.

    The candidate must have exemplary organizational and budget management skills, and a demonstrated ability to build and maintain positive relationships with all levels of clinical and operational staff. This position will work in close cooperation with the Program Leadership team and other key agency staff to ensure efficiency and fiscal sustainability of all behavioral health services.

    The chosen candidate will have demonstrable experience in successfully driving change within a human services setting. Additionally, the position requires strong clinical and analytical/critical thinking competencies as well as significant experience in systems development, government contracts and compliance, budget management, human resources and technology functions.

    QUALIFICATIONS:

    EDUCATION/TRAINING:

    Required:

    • Minimum of Master’s Degree in social work, mental health counseling, psychiatric nursing or related field. Must hold a LICSW or LMHC

    Preferred:

    • Additional educational experience in business, public health administration, or related field

    KNOWLEDGE/EXPERIENCE:

    REQUIRED:

    • Minimum of ten (10) years post Master’s direct practice experience
    • Minimum five (5) years director/leadership level experience in a behavioral health treatment, rehabilitation, or related healthcare setting
    • Successful experience leading a clinical unit of comparable size – 50-75 employees, including 25 plus clinicians, annual budget of approximately 5 million dollars
    • Successful experience leading broad organizational change. Experience effectively preparing for and guiding teams through broad organizational changes. Experience leading the translation of broad organizational change strategies into specific directions and goals.
    • Experience working successfully with multiple internal and external partners. Demonstrable ability to negotiate new partnerships and/or needed changes to existing partnerships
    • Demonstrable experience successfully developing team members. Experience motivating and inspiring team members across an organization to achieve full potential
    • Demonstrable experience motivating others. Ability and experience motivating team members, peers and clients to achieve goals
    • Ability to think and operate strategically. Ability and demonstrable experience in gathering data and input then formulating and implementing strategy
    • Experience supervising senior level directors and mid-level managers
    • Experience working with people with complex substance use, mental health, medical, trauma and traumatic brain injury issues and with the staff who support them
    • Ability to implement new programs while maintaining quality of existing program
    • Experience managing an organization with significant diversity in staff and clients.
    • Ability to delegate and manage a heavy workload
    • Knowledge of effective crisis intervention techniques
    • Excellent organizational, communication and interpersonal skills

    Preferred:

    • Experience working with individuals experiencing homelessness in a setting such as a shelter environment or community-health center
    • Strong commitment to the Housing First and Harm Reduction approach, and experience implementing models across programs

    ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:

    Leadership

    • Working with the Chief of Programs and Pine Street’s leadership team, engage management and staff in evolving behavioral health programs in accordance with the agency’s strategic plan
    • Develop and implement approved annual program goals and plans that focus management staff and other resources towards placing homeless individuals in short-term, alternative or permanent supportive housing
    • Consistently identify, organize, promote and operationalize approved opportunities and innovations to advance Pine Street Inn’s mission, vision and strategic plan to end homelessness
    • Lead management and staff in consistently delivering services that emphasize dignity, respect and fairness in all interactions with the Inn’s guests and tenants
    • Lead and facilitate cooperative and collaborative working relationships with all Pine Street departments, and modeling and expecting similar relationships between direct reports and other Pine Street managers
    • Serve on Pine Street Inn’s Program Leadership and Program Working Groups, to assure alignment of agency-wide services and to insure achievement of the agency’s strategic and annual goals
    • Work closely with Operations, Program Planning, Human Resources, Advancement and Government Relations management, insure that the Inn’s Behavioral Health Programs comply with all regulatory and funding expectations and requirements
    • Provide highly visible, front line leadership and participation in all Pine Street activities including but not limited to general staff meetings, human resource events, agency celebrations and commemorations, and community siting meetings
    • Provide leadership, training, and oversight consistent with the inn’s mission and values including supporting and facilitating the shelter to housing shift

    Program Oversight

    • Participate in program development, program expansion and project management for the behavioral health department
    • In cooperation with the Finance Department, ensures that services operate in a highly cost effective manner and meet budget projections
    • Oversight of healthcare and value based payment initiatives as they pertain to clinical services and outcomes related to behavioral health, health, and social determinants of health. Close working relationship with the other Department leadership to ensure integration of services
    • Work to help the agency and services adapt to changes in behavioral health and healthcare to successfully transition to managed care and value based payment systems
    • Ensure that clinical staff have the resources they need to achieve productivity targets, that clinic directors and clinical supervisors have the management and supervisory tools to help clinical staff achieve such targets, and that productivity targets are achieved
    • Collaborate with program departments, particularly Housing Placement programs to ensure seamless integration of services for guests in shelter and maximize utilization of stabilization and other clinical services
    • Create and successfully implement a clinical supervision process for staff and eventually interns to meet credentialing and programmatic service needs of organization
    • Ensure that all contractual, regulatory and licensing requirements are met
    • Coordinate, assist in writing and provide data for all applications related to behavioral health including new contracts and renewals. Participate in policy and regulatory forums as necessary
    • Create and maintain policy and procedural manuals for the program. Interface with public and private funders as necessary
    • Provide advocacy and liaison services with community agencies and other available and appropriate resources, with the goals of supporting each guest/tenant’s personal growth, enhanced independence and stable tenancy
    • Advocate within the mental health system for timely and appropriate services for guests/tenants as needed and requested; arrange addiction and dual diagnosis services as appropriate

    Quality Improvement

    • Under the guidance of the COP ensures clinical compliance with EOHHS Massachusetts standards and clinical compliance with the Office of Medicaid Inspector General (OMIG) guidelines.
    • Evaluate and identify any high risk compliance areas and work with staff to develop mitigation strategies
    • Monitoring qualitative and quantitative program performance, using data to inform decisions, working collaboratively with the Quality Improvement.
    • Ensure a continuous improvement environment with an eye toward optimum service delivery driven by outcomes, as well as maximizing insurance reimbursement revenue
    • In conjunction with the Director of Healthcare Compliance make suggestions and recommendations for changes to Electronic Health Records system as they relate to clinical components of the system
    • Participates on the Inn’s Corporate Compliance Committee. Coordinates the development and implementation of quality improvement initiatives
