Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     PRIMARY PURPOSE:

     

    The Budget Director is responsible for ensuring compliance with position control from a budget perspective and will assist the CFO in the development, adjustments, and monitoring of the district’s operating budgets.

     

    All employees of Spring ISD are expected to act with integrity, support organizational goals, communicate in a clear and respectful manner, championing the needs of our students and drive continuous improvement.

     

     

    QUALIFICATIONS:

     

    Required:

    • Bachelor’s Degree in Accounting from an accredited College or University
    • Three years in accounting or job related experience
    • Supervisory experience

     

    Preferred:

    • Three years of experience in K-12 Education

     

    SPECIAL KNOWLEDGE/SKILLS:

    • Operation of standard office equipment
    • Prepare and maintain accurate records
    • Coordinate, organize and monitor multiple projects of a complex nature

    • Advanced, demonstrative skills in software applications such as Microsoft Excel and Word

     

     MAJOR RESPONSIBILITIES AND DUTIES:

    • Uploads annual budgets to the financial
    • Prepares the tri-annual budget
    • Prepares budget transfers and adjustments for review by the
    • Responsible for preparing budget worksheets to solicit line item requests from all administrators responsible for budget preparation.
    • Inform department managers of due dates for the submission of budget
    • Assist secretaries and bookkeepers with budget
    • Prepare and submit adopted budget document to GFOA and ASBO for excellence in budgeting awards programs.
    • Review and amend the budget as needed throughout the
    • Assists in the development and monitoring of the budget of the
    • Ensure proper budget coding in position control
    • Compare projected salaries through year end with the approved
    • Forecast future payroll cost, and control
    • Monitor campus budgets to ensure there are no

    POSITION CONTROL

    • Ensure data integrity by validating department, location, and job code through systems
    • Create and maintain separate detailed analysis for each campus and
    • Work closely with Human Resources to ensure all employees are assigned to funded and authorized positions.
    • Ensure that positions are not added or deleted without proper approval and sign-
    • Monitor postings for current and available
    • Work with Human Resources to verify that all status forms are processed in a timely
    • Require that a position is created or vacated before an employee can be
    • Maintain consistency in position
    • Monitor and evaluate changes in position job
    • Supervise Senior Business Systems Analyst
    • Perform all other duties as

     

    WORKING CONDITIONS:


    The usual and customary methods of performing the job’s functions require the following physical demands: physical mobility, standing, prolonged sitting and prolonged use of a computer, some lifting, carrying, pushing, and/or pulling. This position will also require traveling within the district. Mental demands: Ability to solve problems and deal with a variety of situations; Interface with all levels of leadership, dynamic environment with changing priorities and occasional irregular hours. Ability to be effective in both oral and written communication and the ability to maintain emotional control under stress. Ability to work independently.
