Monitors and analyzes performance against budgets. Additionally, Budget Manager implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support. Requires a bachelor's degree in accounting. Typically reports to a director. The Budget Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Budget Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • Duties

    • Serve as a resource advisor/budget analyst conducting day-to-day control and management involving the formulation, execution, and/or analysis of budget and funding requirements.
    • Prepare and conduct reprogramming and adjustments of funding to cover short falls, unanticipated expenses, and/or unexpected emergencies, identifying and referring to higher level officials.
    • Interpret source information from accounting and data processing reports, payroll records, work reports or inventory and sales data and apply to budget.
    • Perform budget formulation to forecast annual revenues and expenses of funds and prepare budget estimates and financial plans.
    • Conduct budget execution by monitoring obligations incurred and expenditures, reimbursable orders and request for allotments.
    • Identify and analyze relationships among organizational needs and objectives, costs, obligations, revenues, expenses, requirements of budgetary guides, and funding information in unrelated documents and reports.
    • Represent the department at resource management meetings, providing updates on policy changes and implementing operational changes.

    • Position is designated as moderate risk involving Public Trust. Appointment is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
    • A one-year probationary period is required if the selectee has not previously met this requirement.
    • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
    • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
    • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
    • This position may include shift work (evenings, weekends, holidays).
    • This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
    • This position may require rotating shifts (i.e. work schedule that requires employees to continuously rotate from one shift to another at predetermined intervals).
    • This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
    • This position may require the incumbent to work weekends and/or holidays.

    In order to qualify, you must meet the education and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     Basic Requirements for a Budget Analyst:

    Specialized Experience: One year of specialized experience which includes determining an organization's budget using information resources, personnel, money and/or material and translate resource needs/objectives into dollars or funding actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07).

    OR

    Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Finance, or Accounting. (Note: You must attach a copy of your transcripts.)

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
