    Position Purpose:

    The Process Optimization Manager is the lead technical representative of the facility. Responsible for supervising a technical group that performs process engineering work and provides process control expertise in support of the plant operations and maintenance. Leads the Veolia capital project initiatives and ensures support and adequate coordination is provided to the client CIP projects. This position ensures optimum plant performance and compliance with water quality objectives through the development and implementation of process control management systems and asset management coordination. Responsibilities apply to the main plant and satellite facilities.

    Primary Duties/Responsibilities:

    • Reviews and analyzes plant operating data to determine current operating conditions.
    • Continuously works towards optimum plant performance, efficiency and water quality compliance.
    • Issues instructions and process control orders (PCO’s) directing plant operations staff in the adjustment of control set points to maintain water quality and recommends solutions to plant performance issues.
    • Ensures PCO’s are maintained and updated in a timely manner for plant processes.
    • Prepares routine process performance reports documenting treatment performance, plant production and treatment costs.
    • Provides specific reports on plant performance, production and costs on an as needed basis in a timely manner.
    • Ensures that process control data management system, Hach WIMS, is properly maintained and updated.
    • Works with Operations and maintenance personnel in the development and implementation of standard operating procedures (SOP’s) for main facility and outlying facilities, as needed.
    • Is the lead and driver for the authorization approval request (AARF) process. Uses input from other departments and manages the AARF process. Ensures that the requests are properly developed and managed to completion.
    • Prepares feasibility reports, economic analyses of alternate schemes, designs, plans, and specifications as requested.
    • Reviews reports, plans, and specifications prepared by outside consultants.
    • Provide detailed reviews of plant designs, facility modifications/upgrades, and process control improvements.
    • Coordination of engineers, operation, maintenance, and contractors in completion of CIP initiatives.
    • Serves as a consultant to operations and maintenance staff.
    • Evaluates procedures and practices, and implements revisions as required to improve plant operations.
    • Evaluates and monitors the operation, maintenance and performance of the main plant and outlining satellite facilities, including reviewing existing system designs and operating parameters, performance testing and troubleshooting of operational equipment and instrumentation problems.
    • Participate in cross department projects and R&D projects, as directed.
    • Performs on-site inspections and prepares daily reports of work in progress.
    • Edits and coordinates production of manuals, ensuring technical consistency and inclusion of appropriate information and graphics.
    • Develops training programs related to the areas of responsibility. Includes preparing training materials and providing training to personnel.
    • Provides key assistance and oversight to the asset management program. Ensures that staff members are available to support this initiative.
    • Provides input in yearly budgeting exercise.
    • Provides support in organizing plant and processes documentation Driving and overseeing the updating and revision of Standard Operating Procedures (SOPs) and reviewing existing SOPs on a regular basis.
    • Setting up and maintaining a mentoring system to ensure proper knowledge transfer between staff and departments.
    • Interacting with and coordinating with, all staff and departments of our organization and our client’s organization.
    • Representing Veolia ECLWRF in meetings with client, governmental and regulatory agencies, private firms, community groups, and the public; maintaining a positive relationship between the team and the client.
    • Performing other related management duties as may be assigned.

    Qualifications

    Education/Experience/Background:

    • Bachelor’s Degree from an accredited college/university in Civil, Chemical, Mechanical or Environmental Engineering required.

    Knowledge/Skills/Abilities:

    • Detailed knowledge of the principals, practices and operation of water and/or wastewater treatment processes.
    • Knowledge of related equipment used in the water and/or wastewater industry, including membrane systems, clarifiers, filters, UV and ozone systems.
    • Knowledge of reverse osmosis and microfiltration systems. The ability to normalize data, analyze performance, and provide direction for optimization based on sound decisions.
    • Understanding of environmental chemistry, microbiology, operations, hydraulics, and sludge handling.
    • Knowledge of computerized maintenance management software systems. Understanding of work order processing flow structure.
    • Must possess superior organizational skills and the ability to multi-task and prioritize while managing several projects at a time.
    • Ability to adapt to and shift priorities, and effectively perform under pressure to reach pragmatic and practical solutions to pressing operational issues.
    • Willingness to adapt schedule to meet the needs of the position.
    • Ability to communicate in a professional manner within all levels of the organization and the client as needed, in both a verbal and written format.
    • Knowledge of MS Office Word, Excel required.

    Required Certification/Licenses/Training:

    • Possession of a California Professional Engineering License is preferred.
    • Water or Wastewater Treatment Certification, Grade 2 or higher preferred.
    • Valid CA Driver’s License required.
