    Administers, coordinates and oversees the development of the overall information technology (IT) processes and operations of the County of Maui; and performs other related duties as required.
     
    Distinguishing Characteristics:
     
    This single position class is distinguished by its responsibility for developing the overall county technology vision and plan.The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
    • Plans and develops short and long range plans for IT strategies, goals and objective.
    • Develops and oversees the implementation of policies and procedures relative to the implementation and delivery of new IT systems.
    • Keeps abreast of technological advancements in the IT field and determines potential effect on current procedures and operations.
    • Oversees the County' s IT infrastructure and application standards.
    • Develops IT budget plan and oversees expenditures.
    • Evaluate needs based on available manpower and funds and set priorities accordingly.
    • Plans, designs, and implements all hardware, software, and infrastructure and other computer-related technologies utilized by various departments and oversees the maintenance and operation of such.
    • Acts as purchasing authority for all County hardware/software and infrastructure.
    • Responsible for interpreting department user goals and providing direction in developing, installing and maintaining the information systems support needed to achieve those goals.
    • Provide overall leadership and management of County's IT professionals growth to support County's technology needs.
    • Represents the Mayor/Managing Director at meetings and hearings relative to IT activities.
    • Prepares activities and other reports and correspondence.
     
    Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in computer science, public or business administration and ten years of progressively responsible experience in information system development and implementation with emphasis in the area of business process re-engineering, five of which shall have been in an administrative capacity.
     
    License Requirement: None
     
    Knowledge of: principles and practices of public administration, organization and management; electronic data processing organization and operations; management requirements relative to data processing technology including teleprocessing, data base management, etc.; maintenance and development of systems software and infrastructure; current trends and available resources in the field of information technology; the operation, characteristics and capabilities of various types of electronic data processing equipment; report writing.
     
    Ability to: plan, organize, direct and coordinate a large IT operation; formulate policies and procedures; evaluate operations and implement changes effectively; make sound evaluations, conclusion and recommendations; prepare clear and concise reports and correspondence; prepare and justify budget requests; establish and maintain effective relationship with manufacturers' representatives, operating officials and others.
