    The City of Plano is seeking a dynamic and experienced Chief Information Security Officer (CISO) to lead our IT, Information, and Data security efforts. As the CISO, you will be the guardian of all assurance activities related to the confidentiality, integrity, and availability of information pertaining to our citizens, business partners, employees, and business operations.     Examples Of ESSENTIAL JOB FUNCTIONS

    Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

    Develops, implements, and oversees strategic and comprehensive enterprise information security and IT risk management programs.

    • Works directly with the business units to facilitate risk assessments and risk management processes.
    • Develops and enhances the city’s information security management framework.
    • Ensures compliance with Criminal Justice Information Services (CJIS), Payment Card Industry (PCI), Health Insurance Portability and Accountability Act (HIPPA), and National Institute of Standards and Technology (NIST) standards and requirements.
    • Understands and interacts with related disciplines through committees to ensure the consistent application of security policies and standards across all city technology projects, systems and services.
    • Supervises, organizes, recruits, develops, and ensures retention of Security Team staff in accordance with city budgetary and organizational objectives and policies.
    • Measures and reviews the performance of staff. Mentors and develops staff sharing technical and process knowledge in key areas and ensures appropriate training programs.
    • Designs and ensures effective communications and reports of work effort, status, and incident updates to senior level management across the organization. Ensures timely communications of critical information that impacts the business operations to end users.
    • Authors departmental policies and procedures that adheres to standards (National Institute of Standards and Technology (NIST), HIPPA, CJIS, PCI, etc.) and monitors staff activities to ensure they apply and adhere to established policies and procedures.
    • Partners with business stakeholders across the city to raise awareness of risk management concerns.
    • Assist with the overall business technology planning, providing a current knowledge and future vision of technology and systems.
    • Develops, implements and administers technical security standards, as well as a suite of security services and tools to address and mitigate security risk.
    • Implements a rigorous organizational change management processes to ensure highly effective communication that presents how information security changes are designed to protect the organization.
    • Collaborates with members of the organization’s mission team, technologists and end-users.
    • Works with mission leaders ensuring that new security projects have the necessary mission value, and contribute to improved organizational resiliency and productivity.
    • Establishes an incident response program that can detect intrusions on the network and immediately work to clean and recover from those intrusions.
    • Indirectly supervises all Technology Solutions staff in relation to security-related matters.
    • Regular and consistent attendance for the assigned work schedule is essential.

    Marginal Duties

    • Performs other duties as assigned.

    Typical Decisions: The incumbent must determine the overall direction and management of the information and cybersecurity needs of the City of Plano to continue meeting the progressive standards of the infrastructure, applications, systems, and customer service currently in place. The incumbent works with members of the executive team to identify how information security can help the city achieve its business and service delivery goals. These goals can include continuity of operations, disaster recovery, risk mitigation, streamlining business processes, increasing employee productivity, and improving the quality of customer service.

    Minimum Qualifications

    Knowledge of: Common information security management frameworks, such as ISO/IEC 27001, HIPAA, PCI, SOX, and NIST.

    Skill In

    Excellent written and verbal communication skills and high level of personal integrity.

    • Innovative thinking and leadership with an ability to lead and motivate cross-functional, interdisciplinary teams.
    • Able to ensure that security policies meet mission strategic and tactical goals, promulgated throughout the organization, implementable by the organization and works to positively secure the environment, and meet legal and regulatory requirements.
    • Understand the needs and concerns of the executive team as they relate to the mission of the city and then present the information security program as a response to these needs.
    • Experience with contract and vendor negotiations and management including managed services.
    • Leadership, direction and guidance in assessing and evaluating information security risks and monitor compliance with security standards and appropriate policies.
    • Ability to understand some security-centric tech, like DNS, routing, authentication, VPN, proxy services and DDOS mitigation technologies; coding practices, ethical hacking and threat modeling; and firewall and intrusion detection/prevention protocols.
    • At any particular time, must be aware of who his/her audience is, and have the capacity of adjusting how to communicate accordingly.
    • Observe and plan for the changes in the information security technology industry, and manage an information security program that is ever-evolving.

    Education: Bachelor's degree in computer science or a related field.

    Experience: Five (5) years of progressively responsible experien ce in the management and administration of information technology systems and information security, which includes three (3) years managerial experience with an Information Technology operation of comparable size, staff, and scope.

    Any equivalent work-related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above-specified education and experience requirements.

    Licenses and Certifications: Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 30 days of hire per state law). Professional security management certification. Preferred Certifications: ISC² Certified Information Systems Security Professional (CISSP).

    Conditions of Employment: Must pass a drug test, driver’s license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

    Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.

    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Some field work may be required which may include climbing ladders, lifting equipment, and occasionally working in loud and cold environments.
