    Knowledge, Skills & Abilities:

     

    The Chief Nursing Officer, in collaboration with the CEO and the Governing Board, is responsible for leading day-to-day operations to facilitate organizational success related to clinical strategic goals and objectives in accordance with sound general management principles, regulatory and accreditation standards, and the facility mission, vision and values. Administrative responsibilities include internal and external physician marketing, cost awareness, staffing, scheduling, and the overall function of Clinical Services.  CNO serves as ex-officio on Medical Executive Committee and Governing Board.  Plans, coordinates and directs nursing care and all related activities of the Nursing Service Department in compliance with local, state, federal regulatory requirements and standards established by facility accrediting body.  Responsible for overseeing Risk Management, Infection Control, Employee Health, Performance Improvement, Case Management, Surgical Services, Education, Environmental Services, Food and Nutrition Services, Pharmacy, Laboratory, Radiology and Education.  Develops and implements hospital policies and procedures and supports the hospital’s Mission, Vision and Values in providing Quality Patient Care.  In conjunction with the CEO, the CNO shall develop, implement, monitor and evaluate the implementation of policies and procedures, which assure that cost effective, safe and high quality care is implemented.  The CNO will market clinical services in a manner which is accurate and reflects the hospitals’ ability to provide all marketed clinical services.  The CNO shall assist in the development and implementation of short and long-range operational and capital budgets related to clinical services to ensure resources to adequately maintain clinical operations within the facility.

     

    Projects a professional demeanor and appearance while maintaining the confidentiality of patients, coworkers, and facility information and adhering to the HIPAA policy.  Reports, in good faith, any known or suspected activity that violates laws, rules, regulations or the SP Code of Conduct.  Fulfills annual Cornerstone continuing education requirements.

    Patient Population:

     

    The patient population served by South Texas Spine & Surgical Hospital is a minimum of 12 years and/or of adult stature to geriatric patients requiring or seeking pain and/or surgical intervention.

     

    Physical Requirements:

     

    May be expected to lift to 10- 20 pounds occasionally.  Work is of light demand; walking, standing and sitting most of the time while on duty.  Visual and auditory acuity and manual dexterity essential to performing designated duties required.  Optimal auditory acuity required.  Manual dexterity involving the handling of office equipment is essential to performing assigned duties.  Physical conditions are clean, neat and well lit. 

    Climate control and ambient temperature variances may be experienced.  Hours of duty may be irregular or unexpectedly extended due to the requirements of the job.

     

    OSHA Exposure Classification:

     

    Job Category I.  Direct contact with blood or other body fluids to which universal precautions apply. Personal protective equipment is made available and must be worn.

     

    Qualifications:

    • Demonstrates eligibility for employment in the U.S.
    • Graduate of a school of professional nursing with current and valid licensure with Texas State Board of Nursing as a Registered Nurse.
    • Master of Science in Nursing/related health care field required or an established plan to obtain a Master’s Degree.
    • Minimum of three years of nursing/management experience desired.
    • Knowledge of commonly used concepts, practices, and procedures within a particular field.
    • Knowledge of state, federal and accrediting body regulations and standards related to healthcare.
    • Ability to read, write and communicate effectively in English, with additional languages preferred.
    • Demonstrates ability to comprehend written and oral instructions.
    • Willingness to participate in goal-setting and educational activities for own professional advancement and that of others.
    • Must be computer literate with fundamental computer skills that are required to perform essential job related duties.

    1. Facilitates the development of appropriate working relationships with the Governing

          Board, Medical Staff, Departmental leaders, corporate and hospital staff, patients and

          family members.

    3. Demonstrates ability to solve problems timely and constructively; maintains focus on

          hires, counsels, and evaluates management staff in an effective and timely manner.

    1. Participates in staff meetings for department and facility at regular intervals for

           informative and educational purposes to build appropriate communication and

           effective team environment.

    1. Maintains professional business attire and exhibits leadership skills that will assist the

           team in developing and maturing.

    1. Establishes and maintains exceptional services to all customers including physicians,

           patients and employees with the goal of delighting all customers.

    1. Participates in service recovery by taking ownership of the situation and correcting  

           problems.  Strives to promote customer satisfaction and follows through with the 

           situation to correct the problem. Keeps customers informed of progress related to

           clinical operations and provides comfort, information and assistance during the

           process.

    1. Develops and maintains a culture of service in department, connecting organizational

           values to actions. Sets example for team members by participating in service initiatives and encourages others to do so as well.

    1. Models appropriate interaction with physicians, patients and staff to ensure high level

           of service in all areas of responsibility.

    1. Participates in professional and community organizations/events to represent the

           hospital as appropriate.

     

    QUALITY

    1. Executes day-to-day executive management and leadership responsibilities assuring

           safe and effective clinical operations.

    1. Assures that systems are in place to comply with State, Federal, and accrediting body.
    2. Assures the delivery of quality clinical care through participation in SP

           benchmarking programs.

    1. Assures hospital clinical policies and procedures are appropriate and meet standards.
    2. Assures patient safety, through qualified staff, continuing education of personnel,

           equipment and overall physical plant safety.  

    1. Reviews and approves performance improvement initiatives.
    2. Assures that contracted clinical services are in compliance with governmental and

           regulatory bodies.

    1. Assures that all aspects of facility clinical operations are following

           Medicare, Medicaid and other regulatory agencies established standards. Assures that

           all required data is entered accurately and timely for all regulatory agencies.

     

    FINANCE

    1. Participation in development of clinical operating budget, capital budget, staffing and

           volume projections.

    1. Assists in the development of plans for cost containment in all clinical areas and

           implements and oversees the same to ensure successful completion of goals.

    1. Develops and implements action plans for all clinical areas to ensure course correction as requested by CEO.
    2. Reviews productivity of all clinical departments to ensure appropriate staffing as well

          as fiscal responsibility.

     

    GROWTH

    1. Establishes and maintains communication with physicians and clinical leaders in the

          community to ensure effective strategic and tactical approaches in the market.

    1. Participates in regular and effective planning meetings with the Board, Medical Staff,

           Community Clinical Committees, Staff and Employees.

    1. Sets yearly goals for clinical departments and self, creates strategies and establishes

           time frames to accomplish goals.

    1. Organizes a clinical internal marketing initiative to ensure excellence in service and

           growth of market share.
