    Job Summary

    Under the direction of the Governing Body, the Executive Director (ED) is responsible for the operational and financial performance and regulatory compliance of the PACE organization. The ED demonstrates and promotes the BoldAge core values in all communications, decisions, planning and program administration.

    The ED oversees all PACE operations including primary care practice, 24-hour care delivery system, rehabilitation and therapeutic services, PACE center, home care services, transportation, and quality improvement activities. The ED promotes and maintains high-quality care and services according to PACE principles and standards of care. The ED is responsible for comprehensive and efficient health plan operations including provider network management, claims authorization and utilization management. The ED collaborates with financial services to ensure effective back-office procedures including claims adjudication, financial reporting, and revenue management.

    The ED ensures continued growth of the program and promotes business and community relationships. The ED is also responsible for managing relationships with local, state and federal agencies and overseeing the reporting requirements for the PACE Organization.

    Essential Duties And Responsibilities

    • Responsible for the oversight and administration of the Program, including effective planning and implementation of all program operations.
    • Responsible for the development and management of all external program relations. Represents the Program in the community, state, and nationally and is responsible for assuring positive public relations.
    • Responsible for developing a PACE delivery model specific to the needs of the PACE service area.
    • Responsible for securing all necessary program funding, including start up funding, Medicare and Medicaid reimbursement, and overall program fundraising.
    • Responsible for obtaining and maintaining certification under CMS, as well as any other state or federal laws or rules. Assures compliance with all state and federal regulations and works with appropriate governmental agencies regarding regulatory requirements or changes.
    • Responsible for initiating and implementing strategic planning processes both internally and within the local community. Including planning for program start up, expansion, and creation of programs or services.
    • Responsible for overall program quality and effectiveness, including identifying the need for services and innovative ways to provide care, improving efficiency and effectiveness, and responding to participant and community needs.
    • Develops and implements written policies and procedures that govern the operation of PACE and ensures compliance with PACE provider regulations.
    • Oversees, directs and supervises PACE key personnel, both salaried and contractual.
    • Reviews and approves the appointment, transfer, or termination of all key staff as defined by the SAA. Notifies the SAA in a timely manner when these changes occur.
    • Provides leadership to the PACE Operations Director.
    • Ensures the financial health of the program, including assisting in preparing an annual operating budget for approval by the PACE Board of Directors, allocating the resources to carry out operational and programmatic activities, reviewing and interpreting monthly financial statements, developing actions to correct areas of concern and develop strategies for further growth and development of PACE.
    • Establishes and maintains an effective system of communication and emphasizes teamwork throughout the PACE organization.
    • Performs other duties as assigned by the PACE Board of Directors.

    Requirements

    • Master’s degree in a related field, including, but not limited to, health care administration, business administration, social services, or nursing - or equivalent knowledge, skills, and abilities.
    • Experienced-based knowledge normally acquired through 3 – 5 years of work experience in health care and/or long term managed care, preferably for an at-risk population and in a capitated setting.
    • Proven experience necessary in program development, strategic planning, budgetary oversight, organizational development, resource development, and public relations.
    • Experience in developing and facilitating governing boards and advisory bodies.
    • Must have reliable transportation, a valid driver's license, and the minimum state required liability auto insurance.
    • Be medically cleared for communicable diseases and have all immunizations up-to-date before engaging in direct participant contact.
    • Pass a comprehensive criminal background check that may include, but is not limited to, federal and state Medicare/Medicaid exclusion lists, criminal history, education verification, license verification, reference check, and drug screen.
