    GENERAL FUNCTION

    The Collections Supervisor provides critical support to the Collections Division by supervising a team on a regular and consistent basis to determine compliance with laws and regulations, generally accepted accounting procedures, financial accountability standards or other requirements have been met. The Collections Supervisor will perform supervisory functions including assigning and reviewing work, employee performance reviews, making recommendations on disciplinary actions, providing employee training and development, and approving time off.

    TYPICAL FUNCTIONS

    The functions performed by employees in this job family will vary by level, but may include the following:

    · Oversees the staff selection process and training

    · Communicates job expectations and offers professional growth opportunities for direct reports

    · Plans, monitors, and assesses job performance

    · Provides assistance in the coaching, counseling, and discipline of employees

    · Immediately addresses performance areas of concern and follows the Progressive Discipline Guidelines

    · Develops, coordinates, and enforces systems, policies and procedures

    · Provides technical assistance to management, and the general public by providing tax information that pertains to the regulations and procedures of the Oklahoma Tax Commission

    · Maintains quality service by enforcing quality and customer service standards by analyzing and resolving customer service problems thru system enhancement recommendations

    · Analyzes processes and workflows for inefficiencies and makes recommendations for enhancement

    · Prepares supervisory reports on workflow assessment findings, system process results and revenue tracking

    · Collaborates with Collections Manager and Administrator in developing the strategic goals for the section while considering potential impact to other sections and divisions

    · Gathers and categorizes statistical data as required for process analysis and improvements

    · Reviews and assigns accounts of collection/enforcement/garnishments activity and/or referral as it pertains to initiative/activity

    · May provide direct oversight of the Administrative Hearing process for Oklahoma business that are out of compliance with their taxes

    · May serve as section liaison with the Outside Collections Agencies (OCA’s), to include:

    o Monitor daily activity to identify any instances where contractual obligations are not being met or have been violated

    o Prepare monthly apportionment and reconciliation reports

    o Participate in the process of development for proposals, bids, or other documents describing organizations processes and services in response to requests from prospective vendors

    · May provide direct oversight of the field collection and enforcement teams which are responsible for the collection of business taxes and the enforcement of tax laws in accordance with Oklahoma State Laws

    · Extensive knowledge of receivable management and tax collection enforcement

    · Leadership abilities to initiate and recommend changes in work methods to improve agency or division performance

    · Legislative impacts on tax collection enforcement

    · State and federal legislation related to assigned agency programs

    · Modern office methods and procedures, including computer technology related to accounting systems

    Skills in

    · Proficient with PC office software, Microsoft Office Suite, desk top tools, and data entry ability

    · Strong analytical interpersonal, problem solving, time management and negotiation skills

    · Interpersonal communication skills to effectively solicit ideas and recommendations from employees to increase workflow and improve work productivity

    Ability to

    · Review and analyze tax records and business practices

    · Prepare collection reports and recommendations

    · Organize and motivate departmental staff

    · Establish and maintain effective working relationships with employees and other divisions

    · Effectively communicate and articulate verbally and in writing

    · Use computers in reviewing, analyzing, and calculating tax liabilities

    · Exercise independent judgement and provide prompt service

    · Communicate effectively with difficult or irate customers, and provide de-escalation techniques when needed

    · Maintain a professional demeanor in all situations

    · Demonstrate creativity and innovation in meeting customer and business needs

    · Read, interpret, and apply various rules and regulations

    MINIMUM QUALIFICATIONS

    Education and Experience requirements at this level consist of

    · A bachelor’s degree in any field; PLUS two years of experience in business/public administration, taxation and revenue, credit collections, or investigative work for each year of the required degree

    · OR six years of experience in business or public administration, highly technical administrative or office management, taxation and revenue, credit collections, or investigative work

    · OR an equivalent combination of education and experience

    SPECIAL REQUIREMENTS

    This position requires occasional travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required.

    This position requires the employee to be able to lift up to 25 pounds on a regular basis.

    Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require flexibility, including some weekends, based on the needs of the agency.

    Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
