Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     • Strong organizational and time-management skills, and ability to safeguard confidential information.

    Physical Demands/Working Conditions:

    Requires concentrated visual and auditory attention; requires frequent standing and walking; lifting and transferring clients on a as needed basis, carrying, reaching, pushing, and pulling; ability to work in environments that could include changes in temperature/humidity, dust, odors, noise, etc.; ability to work with individuals with cognitive disabilities, a variety of illnesses, and medical conditions; working indoors, outdoors, and in vehicles; works around and with others, and alone; may have to walk on slippery and /or uneven walking surfaces; expected to assist individuals receiving services with entering and exiting the vehicle, toileting, cleaning, bathing, cooking and other basic life skills.

    There are inherent risks in supporting people with intellectual and developmental disabilities. May be subject to name calling or other verbal insults in addition to physical aggression including, but not limited to, hitting, kicking, spitting, slapping, punching, throwing objects, etc. MVDS provides general and specific training to best prepare staff to prevent, and/or manage these occurrences.

    Position Summary

    The Assistant Manager reports to the manager of the GES Community Based program is responsible for developing and overseeing an ongoing program of activities to enhance the abilities of the individuals supported. All activities should utilize community resources and be based on the needs and interests of those individuals. The focus of such activities may include self-advocacy, Special Olympics. The Assistant Manager will create and lead these activities as well as assist in integrating the individuals supported into larger activities as appropriate. This position ensures administrative documentation is completed properly, in a timely manner, and provides guidance and training for staff members providing vocational / enrichment services. Hours worked include some evenings and weekends to ensure services rendered are relevant to the demands of the individual served.

    Essential Functions

    Supervision of Staff

    • Support the Manager, GES Community Based Services in oversight of the department, as directed.
    • Provide leadership by demonstrating a strong work ethic, solution-oriented thinking, open mindedness, active listening, good judgment, decisiveness, accountability and strategic thought.
    • Communicate expectations clearly and maintain a high level of accountability.
    • Train new hires on all job duties and ensure competence.
    • Recognize good performance frequently and specifically.
    • Provide constructive criticism privately and professionally.
    • Address performance issues in a timely and constructive manner and implement corrective action or recommend termination, as necessary.
    • Attend staff meetings at least monthly; meet with individuals or small-groups as necessary.
    • Responsible for supervising, mentoring, and training staff.

    Administrative Duties

    • Responsible to assure appropriate staffing levels for scheduled events and activities.
    • Complete all required assessments and reports in a timely manner.

    Program Specific Duties

    • Oversee the development of a schedule of activities in collaboration with the persons supported that meets the needs, interests, and preferences of the individuals with an emphasis on community inclusion and contribution.
    • Maintain a knowledge of community resources and identify activities of specific interest and value to individuals supported.
    • Ensure that all staff act as ambassadors of the agency while in the community, educating the community regarding MVDS and the service it provides.
    • Ensure that interactions with the community serve to educate the community regarding the abilities of people supported and their particular contributions to society.
    • Foster relationships between individuals as well as with community members, develop social skills.
    • Maintain and foster a supportive environment physically and emotionally at the agency.
    • Assess individual needs and interests and develop a plan of activities for identified individuals.
    • Arrange for equipment or training programs needed for activities.
    • Responsible for communication to all effected parties including families, staff and individuals supported. Coordinate and execute inter-departmental activities such as a self-advocacy class and/or Special Olympics.
    • Support Board Member to prepare for and attend board meetings.
    • Assume responsibility for safety of persons served and personnel under their supervision and ensure that all MVDS safety policies and rules are followed.

    Individual Rights Protecting and respecting the rights of individuals served

    • Respect each individuals rights within the program and treat all individuals with dignity and respect at all times.
    • Report any incidents of suspected rights violations, mistreatment, abuse, neglect or exploitation immediately according to MVDS policies and procedures.
    • Respond as a Mandatory Reporter. Report all incidents of suspected client rights violations, mistreatment, abuse, neglect, or exploitation immediately according to Colorado state law and MVDS policies and procedures.
    • Respect the values, opinions, preferences, and choices of individuals.
    • Comply immediately with all requests for information and/or face-to-face interviews during investigations of mistreatment, abuse, neglect, or exploitation (MANE).

    Person Centered Focusing on what is important to an individual receiving services

    • Educate and encourage individuals to make informed choices regarding their lives.
    • Facilitate monthly self-advocacy group for individuals served.
    • Provide opportunities and choices for growth and development based on individual interests, preferences, and input.
    • Ensure access to community resources based on individual interests, preferences and input.
    • Encourage individuals served to take ownership in maintaining their environment.
    • Provide emotional support, social guidance, and positive role modeling.

    Safety (Risk Management) Protecting individuals from harm

    • Assist individuals to maintain a safe and clean environment.
    • Provide safe transportation of persons receiving services, drive defensively and follow traffic laws.
    • Follow safety guidelines including, but not limited to healthy lifting, transferring, and back care.
    • Identify and solve potential safety hazards, repair or maintenance needs or immediately report them to the Operations Manager.
    • In case of emergency, follow the emergency plan identified for the facility; notify appropriate authorities and Mountain Valley staff as soon as possible.
    • Conduct, document and participate in emergency drills as required.
    • Ensure the vehicles are well-maintained and cared for.
    • Interact successfully with people in times of crisis or unpleasant environments.

    Individualized Plan and Care Coordination

    • Participate in the development of the Individualized Plan (IP) for each individual including analyzing progress and developing new goals for the biannual assessment.
    • Attend IP meetings as directed by supervisor.
    • Provide services and implement goals in accordance with the Individualized Plan for each individual supported.
    • Communicate with the Interdisciplinary Team as needs change.
    • Assist individuals with physical and personal care as identified in the Individualized Plan (IP).
    • Assist non-ambulatory individuals with physical transfer as necessary, including, but not limited to, pushing wheelchairs, assisting someone in standing from a seated or laying position and entering and exiting vehicles.

    Documentation

    • Review necessary documentation at start of shift and enter necessary documentation at by the end of shift per MVDS policies and procedures.
    • Respond to correspondence (emails, voicemails, Therap, etc.) in a timely manner.
    • Enter attendance and billing in a timely manner.

    Medical Needs

    • Communicate with the Medical Office about observed changes in physical and emotional needs in a timely manner.
    • Accurately administer medications, document administration and report/document all medication administration errors, as directed by the Medical Office and medication administration policies.
    • Follow health protocols and care plans.
    • Ensure documentation of all health information as needed (vitals, seizure reports etc.).
    • Prepare and serve balanced, healthy meals according to doctor ordered diets.

    Other Required Duties

    Standards of Behavior/Conduct

    • Respond to all requests for information or communication in a timely manner.
    • Report all on-the-job injuries to immediate supervisor and Director of Human Resources within 24 hours of the occurrence and provide a detailed account of the events leading to the injury.

    Attendance and Scheduling

    • Report for work on-time and as scheduled.
    • Enter daily, accurate timekeeping records in timekeeping database.
    • Attend all regular staff meetings and other meetings as requested by supervisory or administrative staff members.
    • Work schedule as assigned.
    • Have all time-off requests pre-approved.
    • Work at any MVDS facility and be responsible for own transportation to work.

    Competencies

    • Complete all mandatory new hire requirements and training as identified by the State of Colorado and Mountain Valleys training requirements within 90 days of hire and maintain courses and certifications as required.
    • Maintain skills with computers, take advantage of new technology, learn new tools quickly, use technology to enhance job performance and increase productivity. Maintain current understanding of technical processes/equipment.

    Adherence to policies and procedures

    • Adhere to MVDS policies and procedures outlined in the policy manual, Employee Handbook, and other employee policies.
    • Complete other duties and responsibilities as assigned to ensure effective functioning of Mountain Valleys programming.
