Typically reports to a top management. The Community Health Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Community Health Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     SUMMARY:

    The Family Health Services Director provides overall planning, direction, and management of the Family Health Department including the Prairie Island Health Clinic, Purchase and Referred Care Program, the Community Health Representative (CHR) Program, Fitness Center that are funded by the Indian Health Service under the P.L. 93-638 Indian Self-Determination Education and Assistance Act and various contracts and State-funded grants. The Incumbent is also responsible for the administration of self-funded Tribal Health Plans.


    DUTIES AND RESPONSIBLITIES:

    The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet business needs.

    • Oversee Prairie Island’s IHS-funded programs and engage with IHS regularly
    • Hire, schedule, train, coach, and evaluate Family Health staff and other employees being paid from health related grants and conduct performance reviews
    • Develop an annual budget and maintain controls on financials, including labor costs, to maximize efficiency and effectiveness of operations
    • Implement policies, procedures and processes for enhanced day-to-day operations of department in alignment with the Prairie Island Indian Community Strategic Plans
    • Issue 1095 tax Form B for insurance beneficiaries of Tribal Health Plan
    • Negotiate third party contracts to establish fair rate for Tribal members
    • Facilitate monthly staff meetings and handle all personnel issues within department
    • Approve all necessary training, meetings, and seminars for Family Health Services staff
    • Assist the department in developing and implementing policies and procedures for day-to-day operations
    • Monitor and ensure that the goals and directives of the Health department and applicable contracts and grants from funding agencies are being complied with
    • Coordinate and assist department with the implementation and prevention, education, and program services for members of the Community
    • Establishes, monitors, and administers the Family Health Departmental budget
    • Monitor and oversee the self-funded tribal insurance plans; including negotiating rates with vendors to utilize Medicare and PRC rates
    • Network and collaborate with services within the region (Minnesota tribes, state and county health agencies) to identify funding opportunities and develop specific plans for program improvement
    • Explore, evaluate and recommend changes as deemed necessary with the healthcare options available to the Prairie Island Indian Community
    • Prepare monthly written reports for the Tribal Council and Tribal Operations on all Family Health Department activities and oral reports as requested by Tribal Council
    • Oversee Fitness Center staff and Wellness Programs for Tribal members
    • Performs other duties as assigned by the Tribal Administrator


    QUALIFICATIONS:

    Required

    • Bachelor’s degree in Health Administration, Business or related field
    • Minimum of three (3) years of management experience, preferably working in the Native American community.
    • Minimum of three (3) years of experience working with health benefits
    • Experience with contract and grant writing
    • Experience in managing departmental budgets and controlling labor costs
    • Ability to maintain strict standards of confidentiality
    • Good organizational skills
    • Excellent written and verbal communication skills
    • Strong computer skills Microsoft Office (Word, Excel and Outlook)
    • Ability to work independently and effectively with minimal supervision
    • Ability to work well within the existing team and government structure
    • Sensitive to Native American Culture
    • Must pass drug screen (UA) and a federal criminal background check in compliance with the Indian Child Protection and Family Violence Prevention Act and the Adam Walsh Child Protection and Safety Act
    • Valid driver’s license and proof of insurability


    Preferred

    • Experience working with Indian Health Services
    • Knowledge of Contracts and Grants and PL 93-638
    • Knowledge of RPMS System
    • CPR Certification


    PHYSICAL DEMANDS:*

    • Must have the ability to lift and carry up to 25 pounds
    • Must be able to walk, stand or sit for long periods throughout the day


    REQUIRED TRAINING:

    • Harassment training
    • HIPAA training
    • Any position-related training as determined by Tribal Administration


    WORKING ENVIRONMENT:

    • Work is performed primarily indoors and may include exposure to extreme weather conditions
