Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.   • The Director of Administration is appointed by the Mayor, confirmed by the City Council, and serves at
    the pleasure of the Mayor. While serving the City, the Director of Administration must live within a 5-mile radius of the city limits. The salary is to be determined based on the City’s survey and the
    candidate’s qualifications at time of hire.

    Duties & Responsibilities
    • Manage all department heads and assets including infrastructure, public safety, airport
    operations, public works including water and sewer, finance, grants, recreation, economic
    development and building development and construction.
    • Supervise the City’s communications platforms including press outreach, social media and
    special programs, events and speeches.
    • Assist the Mayor and Finance Director in the preparation of the operating budget and capital
    improvement program.
    • Lead the internal annual audit team as a liaison with the consulting audit firm and complete any
    related annual reports, including tax filings and other reports.
    • Review the City’s outstanding debts and ensure payments of the principal and interest on such
    indebtedness. Maintain appropriate debt-coverage ratios and fund balances as obligated. Plan
    for future debts by reviewing refinancing options and bond expiration dates.
    • Authorize payments and sign checks after analyzing supporting documentation, contracts,
    purchase orders, and available funds.
    • Work with the Purchasing Department to administer a purchasing system for all City
    departments ensuring compliance with federal and state laws where applicable.
    • Regularly review revenues and expenditures, in addition to fund balances, to understand the
    City’s financial standing.
    • Hold the Grants Department responsible for preparing all grant applications on behalf of the City
    and keeping City departments and related parties informed of all relevant local, state and
    federal programs. Ensure completion of all required reporting for grants awarded.
    • Maintain an inventory of all City property, real and personal.
    • Oversee the major permitting and reporting process for sewer and water assets. Provide for the
    reading of meters of city-owned utilities and perform billing and collection for such utilities.
    • Oversee the City’s annual reporting (MS4 Stormwater, EEOC, Sexual Harassment, LA Ethics, LA
    Water Grade, Wetlands Assimilation).
    • Ensure the City’s policies and procedures remain consistent and current.
    • Oversee investigations, when needed, concerning grievances, discrimination or harassment
    complaints.
    • Coordinate filming permits and activities within the City limits.
    • Serve as a City liaison to businesses, nonprofit organizations, and governmental entities.
    • Coordinate disaster preparation and recovery for the City, including all applications for state and
    federal aid.
    • Prepare for elections including charter amendments, bonds, and millages – new and renewals.
    • Do and perform such other actions as may be directed by the Mayor.
    Required Education & Experience
    At the time of appointment, the Director of Administration shall have at least a bachelor’s degree in
    business or public administration or related field from an accredited college or university and at least
    four (4) years’ experience in a responsible managerial or administrative fiscal position.
