    Job Overview

    Responsible for interpreting and assisting in modifying and negotiating Base Operating Services firm fixed price contract. Also responsible for all contractual matters as they pertain to major subcontractors. Requires knowledge of Federal DoD Government contracts, Federal Acquisition Regulations, Defense Federal Acquisition Regulations, Service Contract Act, Davis-Bacon Act, Walsh-Healey Act, proposal development, spreadsheet analysis, cost and pricing formulations, Department of Labor Wage Determinations, and Collective Bargaining Agreements (CBAs).

    Responsible for the overall accomplishment of DBSI's contractual obligations to the customer at this project location under the guidance of the Project Manager. Responsible under the direction of the Project Manager for DBSI for the proper supervision, administration, and oversight of the project, including complete financial management.


    Responsibilities

    Essential Duties & Job Functions:

    • Directs the accomplishment of maintaining, coordinating, and reviewing contract and subcontract requirements. Supports the Project Manager in analysis of contract performance.
    • Coordinates with Government representatives and creates appropriate supporting documentation to facilitate contract modifications and IDIQ Task Orders.
    • Provides guidance and support regarding contractual adherence and direction.
    • Assists the Project Manager in contract negotiations and provides necessary supporting documentation.
    • Calculates cost and pricing data for wage determinations and changes, contract modifications, subcontracts, and contract requests for proposals (RFPs).
    • Prepares subcontract and submits bid/purchase/performance packages and administers changes and modifications to same.
    • Manages the day to day operations of the Procurement department, Administrative Assistant and provides direction, oversite and technical support when needed.
    • Works with IDIQ department and when needed, coordinates meetings to provide clarification of work statements, specifications, and requirements. Ensures IDIQ proposal and projects stay on track.
    • Ensures that all subcontracts are complete, accurate, and in compliance with all applicable laws and regulations.
    • Signs subcontracts, modifications, and purchase orders based on established delegation of signature authority for procurement related actions.
    • Responsible for contractual adherence, pricing data, and all other contractual matters as they pertain to subcontractors.
    • Ensure compliance with safety regulations to provide a safe and healthful work environment for DBSI employees and subcontractors.
    • Responsible for compliance with all environmental laws, and directives as applicable to the environmental work performed by DBSI and subcontracted personnel.
    • Responsible for enforcing local Acquisition Standard Operating Procedures in accordance with the Acquisition Policy and Procedures Manual.
    • Other duties and responsibilities as assigned.

    Job Requirements

    Mandatory:
    • Five years of continued working experience in contracting.
    • Knowledge of FAR, DFARS and other Government regulations.
    • Computer literacy.
    • Extensive knowledge of contract administration through hands-on experience.
    • Extensive knowledge and skill level of Microsoft Excel and/or compatible spreadsheet programs.
    • Extensive knowledge and skill level of Microsoft Word and/or compatible word processing programs.
    • Extensive knowledge and experience compiling data, reports and preparing cost proposals.
    • Strong mathematical skills.
    • Strong analytical skills.
    • Strong oral communication and writing skills.
    • At least 5 years of progressively responsible experience in Government contracting, with at least one year of experience as a Manager.
    • At least one year experience on a similar Base Operations Support contract.
    • Proven track record of successful project management.
    • Ability to obtain and maintain a security clearance.
    • Ability to read, write, speak, and understand American English to a 12th grade level.
    • Valid State issued driver's license without a major violation or three or more incidents within the past 36 months.
