  • Job Overview:

    Under general supervision, performs various clerical duties in support of the Municipal Judge. Work involves receipting fine payments, preparing various reports, maintaining court calendar, and coordinating court related functions and activities. Reports to the Municipal Judge.

    SPECIFIC DUTIES AND RESPONSIBILITIES

    ESSENTIAL JOB FUNCTIONS

    Files and prints tickets for docket.

    Assists Clerk of Court with receipts for all fines and restitution monies; prepares weekly bank deposit.

    Assists preparation of release forms for inmates; calculates remaining balance on fines.

    Assists preparation jury lists from information randomly selected by computer.

    Prepares and mails jury summons.

    Maintains up-to-date jury trial calendar.

    Notifies officers, witnesses, defendants, attorneys, etc. of trial.

    Assists with processing payment for each juror.

    Assists Clerk of Court with municipal court which involves recording fines and/or sentences of each case, recording pertinent information as needed, prepares commitment forms, prepares purchase order and voucher for fine refunds, receipting payments made during court proceedings, and recording bench trials.

    Prepares certain court dockets, subpoenas, jury payment sheets, appeals, etc.

    Assists with scheduling of Preliminary Hearings; notifies defendants or attorneys of hearing; notifies Public Defender, arresting officer, Jail Administrator of hearings; prepares files on each defendant for Judge; prepares recording system to tape each hearing.

    Receives all General Sessions’ warrants, tickets, other paperwork, bond monies or surety, etc.; submits with completed transmittal form to County Clerk of Court.

    Maintains information on all defendants enabled in PTI Program.

    Uses a variety of computer software such as LawTrack, Microsoft Word,

    Microsoft Outlook, etc.

    Interacts and communicates with defendants, bondsman, families of defendants, attorneys, City and County Clerks of Court, and the general public.

    ADDITIONAL JOB FUNCTIONS

    Performs various clerical functions as needed, including typing reports and correspondence, copying and filing documents, assembling materials, faxing information, answering the telephone, entering computer data, preparing / processing mail, etc.

    Attends training as required.

    Performs related duties as required.

    MINIMUM TRAINING AND EXPERIENCE

    Requires an associate’s degree in secretarial science, business, or related field supplemented by 6 months to 1 year of paralegal, clerical or secretarial experience; or any equivalent combination of education and experience, which provides the required skills,knowledge, and experience. Must have a valid South Carolina driver’s license.

    MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

    TO PERFORM ESSENTIAL JOB FUNCTIONS

    Physical Requirements: Must be physically able to operate a variety of machines and equipment including computer, adding machine, copier, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Positions involves standing for periods as well as sedentary work. May involve reaching, stooping, and balancing. Must be able to lift and/or carry weights of up to twenty pounds.

    Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

    Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or directions from supervisors.

    Language Ability: Requires ability to read a variety of policy and procedure manuals, warrants, criminal records, etc. Requires the ability to prepare reports, records, forms, court dockets, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

    Intelligence: Requires the ability to apply common sense understanding to carry out instructions furnished in written, oral, diagrammatic or schedule form; to deal with problems involving several concrete variables in or from standardized situations. Requires the ability to make routine independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and the ability to comprehend and implement basic office machinery functions.

    Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow verbal and written instructions.

    Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.

    Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape; identify degrees of similarity or difference in shades, forms, etc.; and visually read various information.

    Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.

    Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.

    Physical Communications: Requires the ability to talk and hear: (talking: expressing or

    exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

    Knowledge of Job: Has thorough knowledge of the methods, policies, and procedures of the Justice and Law Department as they pertain to the performance of duties of the Assistant Clerk of Court.

    Has considerable knowledge of the practices, procedures, rules and regulations of the municipal judicial system. Has knowledge of the courtroom proceedings and practices as related to Police Department activities and projects.

    Has considerable knowledge of the numerous reports, records, logs, and files prepares for departmental activities and operations. Is able to use independent judgment in routine situations, which occur.

    Is able to communicate effectively with various groups and individuals including jurors, witnesses, suspects, victims, and the general public.

    Is able to compile, organize, prepare, and maintain an assortment of records, reports, and related information. Is able to comprehend, interpret, and apply regulations, procedures, and office operations.

    Has thorough knowledge of modern office practices and technology.

    Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics.

    Has comprehensive knowledge of the terminology used within the department.

    Has knowledge of how to operate a variety of equipment and machines such as computer, copier, calculator, etc.

    Has knowledge of how to operate and maintain a variety of office equipment as necessary in the performance of daily activities.

    Is skilled in applying a responsible attention to detail as necessary in preparing records, reports and correspondence.

    Is able to read and interpret a variety of materials pertaining to the responsibilities of the job.

    Is able to analyze clerical problems and prepare accurate, comprehensive, clear and concise reports and recommendations.

    Is able to complete mathematical calculations as needed.
