Creative Manager is responsible for managing all phases of creative development work from concept to completion. Oversees the creation of art, photo, copy, and layout for creative projects. Being a Creative Manager implements policies and standards that reinforce the organization's branding strategy and quality goals. Manages and develops a team of designers, copywriters, project managers and vendors. Additionally, Creative Manager leads the development of creative briefs and utilizes design methodologies that meet the business objectives and timelines of the organization and stakeholders. Evaluates and adopts the most effective tools and techniques across all media. Typically requires a bachelor's degree. Typically reports to a director. The Creative Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Creative Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • Job Summary

    This position’s work involves managing and supervising the delivery of a wide range of services to support and enhance the creative economy of the District of Columbia. The employee is relied on to work independently to develop, plan and carry out own action plans to achieve objectives, drawing upon own skills, knowledge and expertise. The incumbent is expected to demonstrate initiative, creativity and sound judgment in planning, developing, and implementing short- and long-range objectives, including public and private partnerships.

    Duties And Responsibilities

    Serves as senior agency supervisor responsible for managing, overseeing, and directing the Creative Affairs Office’s operations; administrative output; management, supervision and compliance requirements of the office’s programs and initiatives; administration of agency-initiated industry and stakeholder events; and oversight of promotional and marketing efforts in support of OCTFME’s mission. Develops, manages, maintains, and plans and administers an array of creative economy program activities to benefit the OCTFME program objectives and provide the District residents with a variety of programs. Identifies, cultivates and manages public and private partnerships for all local creative economy activities including government officials, business and non-profit leaders, and community participants. Builds programs from pilots, to series, to large monthly creative economy annual summits, such as Creative Economy Month. Consults with senior leadership on activities and strategic program direction.

    Serves as Liaison to a diverse and distinct cultural and creative industry that includes arts, culture, business and technology. Specific components of the creative economy include: media production and broadcast, digital and interactive communication, the performing arts, visual arts, digital arts and gaming, dance, crafts/designer products, fashion, museums and heritage. Supports the District’s creative economy through economic development and art and culture projects. Identifies and attracts new creative businesses to targeted areas. Collaborates with regional, state, national, local and international communities, academic institutions and stakeholders in reshaping the urban environment through an enhanced and fully engaged creative economy that is supported by unified operations across the District of Columbia government, including activities, messaging, and branding.

    Qualifications And Education

    Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

    Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

    Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
