    Maine (This is a remote position that requires living in Maine for in person meetings and occasional travel within the state.)

     

     

    Maine Connectivity Authority is seeking a Spatial Data and Analysis Manager, to be based in Maine with workspaces available in Portland, Bangor and Damariscotta.  Established in 2021, Maine Connectivity Authority (MCA) is a quasi-governmental agency focusing on advancing digital equity for all Mainers.   MCA serves as the primary agency to plan, develop, manage, and invest in broadband for Maine.

    Requirements of the Spatial Data and Analysis Manager:
    • Minimum 5 years’ experience in a data management and analysis capacity
    • Experience working with geodatabases, experience with ESRI products is required
    • Prior experience using APIs to integrate systems and extracting data from systems to update information or drive workflows in other application systems
    • Strong data management skills, awareness of data governance and orientation toward data analysis
    • Understanding of the telecommunications industry, and the foundational data specifically
    • Demonstrated knowledge of digital equity focused visualizations, metrics, and progress tracking
    • Advanced level of experience with productivity tools, such as Microsoft Office Suite, Google Workspace, Asana and Slack.
    • Master’s Degree in geography, GIS, or another similar field preferred
    • Experience in different organization types (e.g., public, non-profit and private sectors) preferred
    • Superior organizational and time management skills, information recall and attention to detail
    • Must live in Maine with ability to attend occasional in person meetings and travel in state.

    • Annual pay in the range of 80,000 – 95,000

    Responsibilities of the Spatial Data and Analysis Manager
    • Development of products in ArcGIS environment for greater transparency of data insights, analyses, and metric tracking
    • Creation of web maps, apps, and visualization for open communication and transparency with staff, board, and public in coordination with MCA communications staff and vendors
    • Manage internal GIS IT functions and vendor relationships in coordination with Senior Manager for Research and Analytics
    • Support operationalization of systems integration with other MCA data resources in coordination with the Technology and Data Systems Manager
    • Support BEAD related spatial analysis, tool development, and communication
    • Assist with the development of geospatial tools for processing data and collection of information from applicants and awardees
    • Provide data analysis, cleaning, and manipulation for state led challenge process and subgrantee selection
    • Ensure data integrity across all GIS systems and processes
    • Perform regular testing to ensure data accuracy
    • Develop and manage regular data-cleaning and update processes
    • Manage/build strong talent, performance management, and culture-related systems
    • Represent the organization at public events and engagements
