  • Duties

    Serves as one of the agencies senior Employee Relations Specialist, responsible for providing advice and guidance on employee relations issues to include misconduct, disciplinary and adverse actions and concerns, employee complaint and grievances, performance concerns and medical requests and concerns.

    Compare, analyze and integrate a wide range of multi-dimensional information that affect broad MER areas and HR programs. This included developing recommendations, plans or proposals for effective management of these programs within the Agency.

    Receives, review and provide technical advice and guidance, and write various documents on a variety of topics related to employee relations which could include preparing proposals for decisions on disciplinary and adverse actions and grievances, assisting supervisors in preparation of opportunity to improve period plans for employees with failed performance, and working on items that could be heard before third parties such as MSPB or EEOC.

    Effectively and convincingly communicate sensitive information on controversial issues (oral and written). This includes relating broad, diverse, or highly abstract concepts to practical applicants in DCSA transformation environment.

    Develop and present employee relations training to supervisors and employees.

    Qualifications

    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.

    Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Coordinating employee relations laws, regulations, principles, precedents, policy, legal and regulatory principles, concepts, practices, and techniques. Providing authoritative advice and guidance to employees and supervisors on disciplinary actions. Providing effective oral and written communication to include writing proposal and decision memorandums as well as development and presentation of briefings or trainings to employees and supervisors. Building relationships and working as part of a team.

    Specifically You Will Be Evaluated On The Following Competencies

    • Employee Relations: Address employee conduct, performance, and third-party disputes by applying laws, rules, regulations, principles, and practices.
    • Problem Solving: Identifies and analyzes problems; weighs relevance and accuracy of information; seeks and generates and evaluates alternative perspectives and solutions; makes timely and effective recommendations based on potential implications of findings or conclusions. Critically evaluates problems to identify their causes and chooses courses of action that balance the interests of the mission and stakeholders.
    • Teamwork: Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals.
    • Oral Communications: Writes to convey information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention.

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL

    In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause. Therefore, veterans preference will not be applied to applicants with current federal service, or former federal civilian service meeting the above criteria.
