Facilities Director manages the maintenance, construction, repair, and refurbishment operations of one or more facilities or properties. Implements policies and procedures that ensure the optimal functioning of buildings, grounds, and associated equipment. Being a Facilities Director monitors daily building operations of all systems, including mechanical, electrical, plumbing, HVAC, safety, and waste management to ensure reliability. Tracks work orders for quality, adherence to service standards, and budgeted guidelines. Additionally, Facilities Director directs training of managers, supervisors, and employees in best practices for maintenance work, service and safety standards, and local laws and regulations. Oversees vendors or contractors engaged for construction projects. Typically requires a bachelor's degree. Typically reports to a director. The Facilities Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Facilities Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Job Description Summary:

    This position directs and manages all aspects of a facilities operations and various risk management activities to ensure effective facilities planning, efficient facilities operations, risk/loss mitigation, and to provide for the safety, health, and comfort of staff and the public within the facilities of Sourcewell. This position provides leadership and oversight of the facilities team.

    Job Description:

    Essential Duties and Responsibilities

    • Manage the activities of the assigned team and provide oversight for effective operations
    • Accountable for facilities capability and capacity planning.
    • Formulates and establishes preventive maintenance programs.
    • Arrange for necessary coverage in emergency situations due to breakdown of equipment or illness of employees.
    • Define authority and areas of accountability assigned to each facilities person so each may precede with certainty to effectively perform their work assignment.
    • Provide direction and actionable goals to ensure that the team understands how their performance impacts department, division and organizational strategies and goals.

    • Manage hiring, training, and onboarding processes and ensure these are consistent with those followed by the Facilities Team.
    • Lead, develop, training, and mentor team.
    • Provides leadership oversight and direction for the monitoring, maintenance, and improvement of major facilities systems

    • Preparation and management of Facilities and Risk Management budget and 36-month financial plan
    • Develops and advocates for departmental annual operating and capital budget needs.
    • Prepares a comprehensive 36-month financial plan addressing both operating and capital expenses.
    • Manages department expenses within approved budget.
    • Monitors and requests revisions to budget, as necessary.
    • Develops and maintains a long-term plan of projected major repairs and maintenance projects identified in the Facility Conditions Assessment
    • In partnership with Finance, develop and maintain a 10-year facilities capital plan that enables active management third party facility conditions assessments.
    • Provides oversight and prioritization of significant short (36-month) and long-term (10-year) facilities projects.
    • Provide oversight of internal facilities project management
    • Direct or investigate major facilities system failures, analyzes needed repairs and replacement parts, and approves remedial action necessary.
    • Estimates costs of equipment, materials, labor, and supplies.
    • Prepares RFP and bid specifications for capital projects, equipment, and contracted services.
    • Ensures compliance with Sourcewell’s Procurement Policy and MN Statutes.
    • Serves as liaison between Sourcewell and the contractors, consultants, and architects.
    • Ensures facilities meet the organization’s needs by implementing space utilization and design
    • Provides management and oversight of various Sourcewell risk management areas

    Insurance

    • Provide for the establishment and maintenance of records including insurance policies, claim and loss experience.
    • Manage a comprehensive set of insurance policies to mitigate against various organizational risks and financial loss (e.g., auto, property, general liability, workers comp., D&O, cyber liability, fiduciary liability, etc.).
    • Source and maintain Insurance consultation services.

    Environmental, health and safety programs

    • Plan and implement OSR activities.
    • Serves as Sourcewell’s Safety Officer.
    • Chairs the safety committee.
    • Plans and oversees all Health and Safety projects.
    • Reviews, updates, revises, and communicates Emergency and Crisis Management Plan.
    • Plans and arranges for job-related health and safety trainings of facility staff.
    • Plans and oversees health and safety drills or training for all staff as needed.
    • Ensures proper disposal of hazardous and controlled wastes in compliance with regulations and guidelines.
    • Review annually and revise as needed the Environmental Health and Safety Board Policy
    • Other duties as assigned

    Additional Job Description:

    Required Qualifications

    • Bachelor’s degree in technical training, engineering, building trades, or other related field of study AND five (5) years of progressive facility operations experience OR
    • A combination of post-secondary training, professional education, and related experience equivalent to nine (9) years.
    • Demonstrated experience leading people, projects, or teams
    • Experience with computer software:
    • Facility Management, HVAC Control, Security, and Microsoft Office
    • Experience with MSDS program
    • Experience with OSHA requirements
    • Experience in Health & Safety practices
    • 1st Class Boilers License, or ability to obtain within 12 months.
    • Valid driver’s license

    Preferred Qualifications

    • Seven (7) years of progressive facility operations experience
    • Four (4) years demonstrated supervisory or leadership experience
    • Facilities Manager Certification
    • OSHA certification
    • Chief Boilers License
    • Building and construction codes and requirements
    • Experience with property and casualty insurance administration

    Salary Range:

    • Grade 14, $96,744.88 - 135,442.83 per fiscal year, commensurate with experience.
