    Position Title: Facilities Manager
    Program: Administration
    Reports To: Director of Finance & Administration

    Non-Exempt: Rate of Pay $23 to $25 DOE

    Job Summary:
    This position provides oversight of the maintenance tasks involved in operating New Beginnings properties and facilities. Is responsible for managing lease agreements and tenant compliance with lease agreement. Works with private landlords in obtaining housing and rental agreements for some scattered site apartments.

    Essential Job Functions:
    1. Leasing Up and Tenancy Support
    A. Meets with CLP & Holland Street tenants prior to moving into their apartment to do the “lease-up” process, including but not limited to, signing lease, completing damage and inventory paperwork, providing information on maintenance contacts, rent payment process, emergency and safety procedures etc.
    B. Works with private landlords in obtaining housing and rental agreements for some scattered site apartments.
    C. Attends meetings with tenants and landlords regarding signing lease agreements for scattered site rental apartments.

    2. Income certification and Rent collection
    A. Obtains initial documentation of income and eligibility and establishes monthly rental amount based on regulations tied to relevant housing subsidies.
    B. Quarterly re-certifies tenant income and makes rent adjustments with changes in income as appropriate. Ensures monthly rent collected does not exceed amount dictated by subsidy.
    C. Collects rent and provides documentation of payment history
    D. Collaborates with tenant and case manager to ensure tenant is making a good faith effort to pay rent when required

    3. Lease Compliance
    A. Refers tenant issues to case managers to resolve lease violations in a manner that is beneficial to both the tenant and the program whenever possible.
    B. Is responsible for carrying out the eviction process for tenants who are unwilling to comply with the terms of their lease.
    C. Completes random monitoring visits to each building site on a regular basis to build rapport with tenants, monitor lease compliance and assess the physical plant of the building.
    D. Communicates early, often, and openly with the tenant, case manager, and Residential Director to minimize potential problems in the tenant landlord relationship.
    E. Maintains records of rent payment history and lease related communication with tenants

    3. Building/Property Maintenance
    A. Coordinates all maintenance needs for properties owned by New Beginnings
    B. In collaboration with the Director of Finance & Administration, manages the maintenance budget.
    C. Negotiates maintenance bids and manages maintenance/construction contracts and household supplies necessary to complete these maintenance functions.
    D. Ensures the properties are well maintained, sanitary and safe.
    E. Completes monthly inspections of individual units with the tenants to monitor maintenance and safety needs.
    F. Carries out Program responsibilities with any grant, subsidy, code enforcement staff or companies contracted by New Beginnings to ensure buildings meet all regulatory requirements.

    4. Other duties.
    A. Promotes and maintains positive community relations with landlords, contractors, housing authority personnel and other community partners.
    B. Maintains current knowledge of trends and practices in the field through peer association, attendance at seminars, study, and review of literature.
    C. Available as on-call to assist staff in arranging services for emergency maintenance needs in the facilities.
    D. Develops resources and contingency plans with program staff to minimize the need to receive on-call phone calls outside of normal working hours
    E. Other duties as assigned by supervisor.

    Specifications and Qualifications

    Education and Training:
    High School Diploma or GED required, preference given to candidates with at least 2 years of college in a human services related field of study

    Job Experience:
    This position prefers experience in low income housing services, residential building trades or rental property management. Preference given to candidates with experience working with young adults in low income housing settings.

    Specialized Skills:
    Drivers license and clean driving record required; Knowledge of basic residential building maintenance skills and ability to assess building needs and hire competent contractors

    Cognitive Requirements:
    Good problem-solving skills; good judgment on safety issues; literacy and general knowledge at a college graduate level.

    Physical Requirements:
    Ability to participate in strenuous activities such as mowing lawns, yard work, moving heavy furniture, ability to climb stairs.

    Work Environment:
    This is a full-time (40 hours/week) in-person office position with work performed during normal weekday business hours. Occasional schedule changes, evening or weekend hours, and/or travel required for deadlines and events.
