Finance Director directs an organization's financial policies, planning, reporting and controls. Oversees all financial functions including accounting, budget, credit, risk, tax, and treasury. Being a Finance Director generally is the second most senior finance executive. Requires a master's degree in accounting or finance or equivalent. Additionally, Finance Director may require the Certified Public Accountant (CPA) credential. Typically reports to chief financial officer (CFO). The Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Finance Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Our organization is seeking a Permanent Director of Finance to join our dynamic team in the medical industry. This role is a unique opportunity to make a significant impact by providing strategic financial leadership and direction. The successful candidate will be responsible for overseeing all aspects of our financial operations, including annual budgeting, cash flow management, and financial reporting. This is a full-time, permanent position that requires a minimum of 5 years of experience in a similar role.

    Assist in performing all tasks necessary to achieve the organization's mission and help execute staff succession and growth plans.

    Train the Finance Unit and other staff in knowledge of financial management matters.

    Work with the CEO on the strategic vision including fostering and cultivating stakeholder relationships on city, state, and national levels, as well as assisting in the development and negotiation of contracts.

    Participate in developing new business, specifically assisting the CEO in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery.

    Ensure adequate internal controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits.

    Provide the Board of Directors with an operating budget. Work with the CEO to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes 1) interpreting legislative and programmatic rules and regulations to ensure compliance with all federal, state, local and contractual guidelines, 2) ensuring that all government regulations and requirements are disseminated to appropriate personnel, and 3) monitoring compliance.

    Oversee the management and coordination of all fiscal reporting activities for the organization including organizational revenue/expense and balance sheet reports, reports to funding agencies, development, and monitoring of organizational and contract/grant budgets.

    Oversee all purchasing and payroll activity for staff.

    Control & Monitor banking activities of the organization.

    Ensure adequate cash flow to meet the organization's needs.

    Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee federal awards and programs. Oversee the coordination and activities of independent auditors ensuring all A-133 audit issues are resolved, and all 403(b) compliance issues are met, and the preparation of the annual financial statements is in accordance with U.S. GAAP and federal, state, and other required supplementary schedules and information.

    Attend Board and Subcommittee meetings, including being the lead staff on the Audit/Finance Committee.

    Oversee the production of monthly reports including reconciliations with funders and pension plan requirements, as well as financial statements and cash flow projections for use by the Audit/Finance Committee and Board of Directors.

    Assist in the design, implementation, and timely calculations of wage incentives, variable pay, and compensation plans for the staff.

    Oversee technology and IT department functions to ensure system security and disaster recovery plan. Lead the IT Steering Committee in quarterly meetings.

    Oversee the maintenance of the inventory of all fixed assets, including assets purchased with government funds (computers, etc.) assuring all are in accordance with federal regulations.

    In conjunction with Director of Revenue, develops policies, procedures and processes related to revenue cycle functions; ensures compliance with regulations, standards and directives from regulatory agencies and third-party payers. Participate in the revenue cycle functions to ensure the health center is paid appropriately for all services provided in accordance with regulatory and contractual requirements. Reviews all insurance payer contracts. Develops and monitors accounts receivable management reports such as aging analysis, and collections performance. Develops and implements action plans to accelerate cash flow and maximize reimbursement in accordance with contracts and regulations.

    Accountabilities

    Management

    Oversees the day-to-day operations of finance, accounting, purchasing and IT functions.

    Maintains and recommends changes to HealthFirst’s key financial software for the accounting system and financial reporting.

    Maintains, and updates as necessary, HealthFirst’s documented system of accounting policies and procedures.

    Directs the management of internal & outsourced functions of finance department, such as compliance audits, federal program/grant reviews, risk insurance renewals, pension plan oversight and contracting.

    Oversee the daily operations of the finance and accounting department, including the supervision of all assigned positions to achieve the department's goals and objectives while ensuring internal control systems, transaction-processing operations, and procedures are in place as required for clean audits and federal compliance.

    Establish financial and operating benchmarks, budgets, program monitoring, and reporting standards on a bi-weekly, monthly, and annual basis.

    Manage and monitor all accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards and regulatory requirements for private contributions, loans, and government grants/contracts.

    Specific Transactions

    Ensure that accounts payable are paid and accounts receivable is collected in a timely manner, and maintain a system of controls over accounting transactions.

    Ensure that payroll is correct and processed in a timely manner.

    Ensure that monthly bank reconciliations are completed.

    Ensure that required debt payments are made on a timely basis.

    Maintain the chart of accounts, an orderly accounting filing system

    Reporting

    Issue timely, complete and GAAP compliant financial statements.

    Direct the preparation of annual audit and final financial statements.

    Prepare required document for monthly Board of Director’s reports.

    Recommend benchmarks to measure the performance of service line operations.

    Calculate and issue financial and operating metrics as required by management.

    Complete production of the annual budget and forecasts

    Calculate variances from the budget and report significant issues to management.

    Provide a system of reporting to management such as overview reports by Service Line, detail program costs and provider coding reviews.

    Provide financial analyses as needed, for capital investments, grant budget decisions, and contract negotiations.

    Compliance

    Coordinate the provision of information to external auditors for the annual audit.

    Develop and enforce internal controls to maximize protection of company assets, policies, procedures, and workflow.

    Comply with annual local, state, and federal government reporting requirements and non-profit tax filings.

    Ensure use and expenditure of grant funds are in compliance with federal, state and private donor requirements.

    Implement consistent accounting policies, practices, and procedures across all programs, upholding federal, state, and local standards by remaining knowledgeable about existing, new, and future accounting rules and grant compliance.

    Additional Director Of Finance Accountabilities

    Preparing annual insurance renewal documents.

    Developing budgets and financial reports required by regulatory authorities.

    Estimating short and long-term financial objectives by setting performance targets.

    Assisting in procurement processes and monitoring large purchase orders for grant compliance.

    Managing and monitoring metrics, KPI tracking, and reports for the financial department.

    Requirements

    EDUCATION/EXPERIENCE Completion of a master’s degree at an accredited college or university or equivalent work experience. Certified Public Accountant (CPA) preferred.

    Requires Knowledge of

    Not-for-profit accounting in accordance with U.S. Generally Accepted Accounting Principles, OMB Circulars A-133, A-110 and A-122, and appropriate Code of Federal Regulations sections.

    Demonstrated Federal Grants Management experience.

    340B Drug program knowledge.

    General office software, particularly the Microsoft Office Suite and MIP software.

    Ability to

    Foster and cultivate business opportunities and partnerships.

    Create and assess financial statements and budget documents.

    Recognize and be responsive to the needs of all clients of the organization, including funding organizations, the Board of Directors, local community advocates, participants, and employers.

    Supervise staff, including regular progress reviews and plans for improvement.

    Communicate effectively in both written and verbal form.
