FIRE CAPTAIN manages a team of firefighters. Ensures all equipment is properly maintained and serviced. Being a FIRE CAPTAIN directs training and conditioning activities. Administers the staff work schedule to ensure adequate coverage. Additionally, FIRE CAPTAIN leads and coordinates responses to fire events, hazardous material incidents, auto accidents, and search and rescue operations. Prepares post-incident reports as required. Leads or coordinates fire safety education and inspection activities. Typically is required to pass periodic physical ability tests. May require registry in NREMT. Typically requires an associate degree in fire science. Requires Emergency Medical Technician (EMT) - Basic. Typically reports to a manager. The FIRE CAPTAIN manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     Overview:

    We are seeking a Fire Department Captain who will focus on providing small group in-field supervision of shift fire department personnel, responding to all types of emergencies, and serving as a team member performing non-emergency operations, including inspection, testing, and maintenance of fire protection systems and equipment. This position resides in the Facilities and Operations Directorate, Laboratory Protection Division, Fire Department Group at Oak Ridge National Laboratory (ORNL).

    As part of our team, you will work in a 12-hour rotating or day shift assignment under minimal supervision, performing the following duties in the Fire Department.

    Major Duties/Responsibilities:

    • Assists Battalion Chief with supervision of 24/7 shift staffing and implementation of task assignments;
    • Develops and updates pre-incident plans.
    • Serves as a Fire Department technical resource to enable efficient emergency incident management for all emergencies occurring at the ORNL Site.
    • Maintains knowledge, personal characteristics, skills, and abilities to supervise firefighting, rescue, hazardous materials, emergency medical, and fire protection systems and equipment tasks.
    • Provides in-field supervision during the performance of operational tasks and assignments.
    • Assists with program management and administration as assigned.
    • Implement compensatory measures of off-normal fire protection systems or conditions.
    • Ensure serviceable condition of personal protective clothing, emergency response apparatus, and equipment.
    • Effectively communicates in writing, utilizing technology provided to write reports, letters, and memos utilizing word processing and spreadsheet programs.
    • Operate information management systems/databases.
    • Implement Fire Department procedures and policies.
    • Maintain certifications as Blue Card Incident Commander, Fire Officer I, Firefighter II, and Emergency Medical Technician or greater.

    Basic Qualifications:

    • High school diploma
    • A minimum of five years of Fire Department experience.
    • Must obtain and maintain a valid Tennessee Driver’s license within 90 days of hire.
    • Emergency Medical Technician or greater license from the State of Tennessee.
    • Minimum certification as a Fire Officer Level I in accordance with the State of Tennessee Commission on Firefighting.
    • Minimum TEMA or equivalent Hazardous Materials Operations level certification.
    • The chosen candidate must be physically and medically fit for duty as determined by a comprehensive medical evaluation. The medical evaluation is based on the requirements of NFPA 1500 ( Standard on Fire Department Occupational Safety and Health Program ) and NFPA 1582 ( Standard on Comprehensive Occupational Medical Program for Fire Departments ).

    Preferred Qualifications:

    • Experience as a fire officer leading a station, shift, or department.
    • Knowledge of the Oak Ridge National Laboratory and experience working on campus.
    • Highly organized and able to prioritize and schedule multiple activities.
    • Ability to effectively communicate with senior management and a wide variety and level of staff.
    • Ability to effectively communicate and interface with Federal, State, and Local government agencies.
    • Computer skills to support the development of reports and managing information.
    • Experience with inspection, testing, and maintenance of fixed and portable fire protection systems and equipment.

    Special Requirement:

    • Q Clearance: This position requires obtaining and maintaining a Q clearance from the Department of Energy. This position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
