    This position is required to participate in the compensated, on-call rotation occurring one week per month

    Position Overview:

    The Castle Rock Fire and Rescue Department’s vision is to be the best at providing emergency and prevention servicesThey are currently seeking applications for a qualified Fire Prevention Officer. This position responds to calls for service (investigates fires; assist crews as life safety system experts when needed, UAV flights, Hazardous Material Incidents); answer customer inquiries and investigate customer complaints; coordinates and performs construction and existing business inspections; reviews Building construction plans and fire protection system plans. Work also includes interpreting international codes and standards and providing public education and emergency preparedness within the community. During the absence of the Fire Marshal and the Assistant Fire Marshal, this position may be required to act as the Assistant Fire Marshal. Performs duties in a manner consistent with the mission, vision and values of the Town and Department.

     

    Essential Duties & Responsibilities:

    • Performs, and initially supervises fire investigations to determine origin and cause which includes any follow up investigations
    • Conducts fire and life safety inspections of existing building or new construction for fire code compliance and provides basic interpretations of fire codes
    • Provides information regarding the findings of the inspections and reviews to developers, architects, contractors and business owners
    • Provides technical information in the prevention of fires through fire inspections, public education and emergency preparedness within the business community 
    • Identifies corrective actions necessary to bring properties into compliance with applicable fire codes, laws, regulations, and standards, and explains these measures
    • Works as a liaison with property owners or their representatives
    • May review and evaluate plans, specifications and blueprints for new construction and alteration of existing buildings to determine compliance with applicable fire/life safety codes and ordinances
    • Performs inspections of special event venues to ensure fire code compliance
    • Establishes and maintains effective relationships with local community groups, school organizations, healthcare, other care giving organizations, business associations, local government officials, agencies, and individuals to foster support for fire and life safety programs with the department
    • Serves as liaison with external and internal departments, agencies and community resources for joint efforts in fire and life safety code compliance
    • Provides accurate and timely reporting and tracking criteria and maintains appropriate records to demonstrate the effectiveness of fire and life safety plan review and inspection activities
    • Analyzes local and national fire and life safety data to assess trends related to human behavior, fire loss, and community safety
    • Recommends strategies and programs to address current fire and life safety issues.
    • Reviews developments in the life safety field and remains current with new information, technologies and resources
    • Respond to Hazardous material incidents to initially supervise the investigation, determine cause and origin and recover costs to the town
    • Support fire crews during rescue operations and/or fireworks using the Unmanned Aerial Vehicle
    • Provides customer service consistent with the stated values of the Town and department
    • Abides by and follows appropriate Standard Operating Guidelines, Administrative Directives, and Memos
    • May represent the department on local and regional committees
    • Responds to public inquiries and complaints
    • May serve as an “after incident” contact for fires and other emergencies to provide code enforcement follow-up for prompt response to lessons learned
    • Attends professional meetings, maintains professional associations and discusses matters of mutual interest with other fire and life safety professionals
    • May represent the department on various committees and at meetings
    • Performs other duties as assigned or required
    • Ensure safety, security, and accountability of any and all assigned firearm(s) and equipment at all times as per department guidelines along with state and federal laws
    • Ensure integrity of evidence collected and stored as per local, state and federal laws, and guidelines
    • Special Training: Must maintain specialized certifications and training as required for this position
    • Performs other duties as assigned or necessary 

      Minimum Qualifications:

      An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered

      This position is required to participate in the compensated, on-call rotation occurring one week per month

      Education: High School Diploma or GED equivalent. Associate's Degree in closely related field is preferred.

      Experience:  At least two (2) years of experience which provides relevant public safety related investigative work, plans exam/review work or any other applicable industry experience; or any equivalent combination of education, training, and experience. One (1) year experience in Fire Investigation and Plan Review and two (2) years' experience in Fire and Life Safety Building Inspection and Public Education is preferred.

      Licenses and/or Certifications Required:

      • Valid Colorado Driver's License or ability to obtain within 30 days of appointment
      • CPR/BLS Provider Certification
      • UAV Pilot License or ability to obtain within six (6) months of appointment
      • International Code Council (ICC) Fire Inspector I or ability to obtain within one (1) year of appointment
      • International Code Council (ICC) Fire Inspector II or ability to obtain within one (1) year of appointment
      • Colorado Division of Fire Prevention and Control Inspector I or ability to obtain within one (1) year of appointment
      • Colorado Division of Fire Prevention and control Inspector II within one (1) year of appointment
      • Must apply for National Fire Academy Fire/Arson Investigation training within one (1) year of appointment continuously until accepted and certified
      • Must attend Wildland Fire Origin and Cause Investigator FI-210 class within one (1) year of appointment
      • Colorado Metropolitan Certification Board or equivalent Hazardous Materials Operations Certification or ability to obtain within one (1) year of appointment
      • Colorado Metropolitan Certification Board Driver Operator Rescue and Utility or equivalent; or ability to obtain within six (6) months of appointment
      • Successful completion of Work Capacity Test (WCT, Pack Test) light, as per Department Guidelines
      • Wildland Firefighter Class S-130; must obtain within six (6) months of appointment
      • Wildland Firefighter Class S-190; must obtain within six (6) months of appointment
      • Wildland Firefighter Class L-180; must obtain within six (6) months of appointment  
      • Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Classes or ability to obtain within one (1) year after date of hire 
        • ICS-100, Introduction to Incident Command System or equivalent
        •  ICS-200, ICS for Single Resources and Initial Action Incidents or equivalent

        •  ICS-700, National Incident Management System (NIMS), An Introduction

        •  ICS-800, National Response Framework, An Introduction

      Preferred Certifications:

      • Colorado Metropolitan Certification Board, or equivalent 
      • Firefighter I Certification 
      • POST Certification or District Attorney's Investigators Course
      • International Code Council (ICC) Fire Plans Examiner

      Necessary Knowledge, Skills, and Abilities:
