Fleet Administrator, Sr. assists in administrating and coordinating motor vehicle fleet operations. Understands OSHA, DOT, fleet-specific regulations, licensing, registration, and reporting requirements. Being a Fleet Administrator, Sr. prepares and maintains accurate records of vehicles, insurance, and required regulatory filings and reporting. Coordinates repairs and preventative maintenance scheduling that support fleet vehicle availability requirements. Additionally, Fleet Administrator, Sr. may assist with safety training and communication programs. May require an associate degree or equivalent. Typically reports to a supervisor. The Fleet Administrator, Sr. works independently within established procedures associated with the specific job function. Has gained proficiency in multiple competencies relevant to the job.   • STATE PROFILE SUMMARY:  Directs one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve in a lead role. Serves as office head to professionals providing professional support in one or more of the areas listed.

     

    JOB RESPONSIBILITIES: Under general supervision of the State Program Delivery Engineer, assists in overseeing the timely development and delivery of cost-effective transportation infrastructure projects for the bridge, traffic operations, and local administered program (LAP). Supervises Program Managers assigned to the Program Management Contracts (PMC); Serves as a Department's expert knowledge resource for all planned infrastructure projects for districts or region, including all locally sponsored projects, and expert resource for local government, community and business stakeholders' transportation interests and expectations. With assistance of assigned Project Managers, leads and coordinates transportation infrastructure project development and delivery with Department Management, MPO staff, local government, business and community stakeholders, and other state and federal agencies. Directs assigned Project Managers in initial project delivery planning to include: scope development, resources, budget, work breakdown schedule and risk analysis. Conducts monthly project status meetings with Project Managers for all projects, informs other internal and external partners and stakeholders as appropriate; resolves or escalates issues, reports status, schedules recovery efforts and results to Chief Engineer as appropriate. Supervises Contract Compliance Technicians responsible for processing invoices, contracts and administrative tasks.

     

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

     

    STATE ENTRY QUALIFICATIONS:

    ·       Associate degree in a related field managerial role; or One (1) year at the lower level Mgr 3, Transport Specialist (TRM032) or at position equivalent.

     

     

    AGENCY SPECIFIC QUALIFICATIONS:

    ·       Bachelor's degree from an accredited college or university.  

    ·       Ability to oversee the development of all transportation infrastructure projects in an assigned district or region, develop a thorough knowledge of the mobility needs of the district or region, and to coordinate the development of the scope of these projects with local stakeholders.  

    ·       Ability to develop expert-level knowledge of the Department's Plan Development and Program Delivery processes and practices.

    ·       Demonstrated experience recognizing opportunities to aid in the achievement of department goals and objectives; setting goals and determining the course of action to implement departmental visions and goals with appropriate timing and responsiveness.  

    ·       Possess strong leadership skills, with the ability to motivate and guide others toward accomplishment of office/department goals.

    ·       Possesses competencies in training, planning, directing, and evaluating work of staff; building effective work teams.  

    ·       Demonstrated experience interacting effectively with all levels of management within the organization. 

    ·       Possess strong written and oral communication skills with the ability to express ideas and facts to groups and individuals effectively.

    ·       Possess the ability to identify and solve problems and apply innovative solutions to make organizational improvements.

    ·       Possess familiarity with related technological developments and be able to integrate new technology to manage and improve program effectiveness.

    ·       Committed to providing quality customer service.

     

    AGENCY PREFERRED QUALIFICATIONS:

    ·       Three or more years of successful transportation project or program management experience. 

    ·       Three or more years of professional level experience in transportation planning, engineering, construction or urban planning.

    ·       An advanced degree in a related major.   

    ·       Extensive supervisory experience comparable to a District Program Manager, Group Leader, Section Head, or Area Engineer in a transportation related environment.

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
