Fleet Manager manages the acquisition, operations, and maintenance of the organization's fleet of motor vehicles. Oversees scheduling and dispatch operations for vehicles and drivers. Being a Fleet Manager evaluates, purchases, leases, and disposes of vehicles to maintain the fleet. Develops and maintains vendor and service provider relationships for fuel, maintenance, and other essential services. Additionally, Fleet Manager administers insurance policy coverage, negotiates agreements, and participates in claim resolution. Develops and implements safety, preventive maintenance, and accident prevention programs. Knowledge of OSHA, DOT, and fleet-specific regulations, licensing, registration, and reporting requirements. Manages the fleet expense reporting and budgets. May require a bachelor's degree or equivalent. Typically reports to a head of a unit/department. The Fleet Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Fleet Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. FLSA STATUS: Exempt Working Conditions: May work shifts on days, evenings, weekends, and holidays.Education and Work Experience: Equivalent to a bachelor’s degree in business administration or a closely related field and five (5) years of full-time professional heavy duty vehicle/equipment procurement and/or maintenance management experience, four (4) years of which were in supervisory role, preferably in the last twenty-four (24) months.

    Licensing and Certification: Must possess a current and valid Class C Driver's License at the time of application.

Candidates should ensure they highlight any of the following professional experience they possess on their applications/resumes: • Ability to create scopes of work and support the acquisition of fleet assets • Demonstrated knowledge of preventative maintenance and quality control programs • Ability to manage and enforce service contracts for maintenance activities • Ability to develop and coordinate training programs for fleet technologiesPhysical ability to perform office and related work, including operating computers and office machinery; stamina to sit for extended periods of time; strength to lift and maneuver materials weighing up to 50 pounds; vision to read printed materials; and hearing and speech to communicate in person or over the telephone.  Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

    Manages and coordinates the work of assigned staff; performs performance evaluations, develops staff, engages in employee relations.  Develops specifications, scope of work and evaluation criteria for procurement documents, contracts, agreements and provide recommendations.  Oversees, monitors and conducts pre-production, design review, post-production, quality assurance, inspection and  directs field service for the hydrogen fuel station and the Electric bus charging infrastructure stations.  Analyzes, investigates, and responds to issues and concerns.  Manages all service contracts related to vehicle maintenance and activity; ensures adherence to contractual terms and agreements.  Manages FTA, DOT, NRS and ADA compliance testing on fleet vehicles; evaluates manufacturing and retrofits to ensure transit vehicles meet these guidelines and regulations.  Develops preventive maintenance program for Zero Emission Vehicles, Hydrogen fuel stations and Electrical Charging Stations for buses and support vehicles and provides technical support.  Develops and implements Zero Emissions Bus roll-out plan policies, and procedures in accordance with appropriate laws, regulations, and codes.  Oversee vehicle inspection program and monitor fleet maintenance quality assurance on all vehicles to ensure compliance with contractual requirements.  Manages multiple projects/deliverables with short targeted completion dates.  Directs field service activity with service provider representatives and vehicle manufacturers; oversees the hydrogen fuel station and Electrical Charging infrastructure preventive maintenance programs.  Prepares and manages division budget.  Participates in staffing and employee relations related activities for assigned staff and ensures adherence to RTC’s diversity initiatives in all aspects.  Manages safety program responsibilities for areas assigned and ensures that direct reports are trained on safety procedures, fully compliant with procedures, and held accountable for breaches in safety and security protocol.  Other duties as assigned.
