Fleet Manager manages the acquisition, operations, and maintenance of the organization's fleet of motor vehicles. Oversees scheduling and dispatch operations for vehicles and drivers. Being a Fleet Manager evaluates, purchases, leases, and disposes of vehicles to maintain the fleet. Develops and maintains vendor and service provider relationships for fuel, maintenance, and other essential services. Additionally, Fleet Manager administers insurance policy coverage, negotiates agreements, and participates in claim resolution. Develops and implements safety, preventive maintenance, and accident prevention programs. Knowledge of OSHA, DOT, and fleet-specific regulations, licensing, registration, and reporting requirements. Manages the fleet expense reporting and budgets. May require a bachelor's degree or equivalent. Typically reports to a head of a unit/department. The Fleet Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Fleet Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Basic Function

    Manage all aspects of the URI Fleet program. Be responsible for planning, directing, managing, coordinating, and supervising the programs for the fleet. This includes but is not limited to acquisition, assignment, utilization, maintenance, repair, replacement, and disposal of fleet vehicles. Serve as the primary point of contact for URI departments, RI State Fleet, and State Office of Budget Management.

    Essential Duties And Responsibilities

    Serve as URI’s Fleet Operations Manager responsible for developing and monitoring a university-wide fleet management strategy, plan, policies, and procedures guided by the needs of the departments and focused on the best interest of the university.

    Establish and monitor compliance with fleet operations policies and procedures in coordination with key stakeholders.

    Represent the University as a State Agency as required by RIGL and the Rules and Regulations governing the Office of State Fleet Operations.

    Manage the University’s departmental needs and administrative aspects of the University’s Fleet Program, including funding sources, bidding, procurement, and insurance needs.

    Coordinate with University departments and the Automotive Shop, keeping records and ensuring laws, rules, regulations, warranties, recalls, payroll & budgeting and administrative requirements are achieved by the University.

    Review and approve specifications for purchase of university vehicles.

    Develop a vehicle maintenance program including manufacturers recommended maintenance as well as coordinating unscheduled repairs.

    Develop a vehicle inspection Policy to ensure all vehicles are in safe operating condition and compliant with state regulations.

    Collaborate with the Office of Risk Controls and Insurance to develop a driver safety program. Monitor for safe driving practices and recommend corrective actions when necessary.

    Manage and coordinate information exchange with URI’s Property Department to ensure property records and fleet records match.

    Coordinate with departments on handling vehicle claims and be the primary contact for the URI Office of Risk Control and Insurance.

    Manage programs implemented by RI State Fleet such as WEX, Eckos etc. and ensure compliance with policies connected to implemented programs.

    Serve as backup for Risk Management to collect and process Driver License checks on the DMV website.

    Other Duties And Responsibilities

    Supervise administrative and other assigned support staff; oversee the preparation and processing of both routine and important/complex correspondence.

    Perform Other Duties As Required.

    LICENSES, TOOLS, AND EQUIPMENT:

    Personal computers, printers; Microsoft Office Suite (Word, Excel, Access, PowerPoint, Outlook), Microsoft Publisher, Visio, Wexonline, Eckos Facility Center (CMMS)

    Required Qualifications

    • Bachelor’s degree.
    • Minimum five years of fleet management experience in a moderately complex organization.
    • Demonstrated experience with developing and maintaining programs, policies, and procedures.
    • Demonstrated experience collaborating and providing direction to stakeholders and partners.
    • Demonstrated ability to think strategically and drive change.
    • Demonstrated computer skills (i.e., word processing, database management and spreadsheet software).
    • Demonstrated organizational, analytical, and problem-solving skills.
    • Demonstrated strong verbal and interpersonal communication skills.
    • Demonstrated proficiency in written communication skills.
    • Demonstrated ability to interpret institutional policies, plans, objectives, rules, and regulations, and to communicate the interpretation to others.
    • Demonstrated ability to work with diverse groups/populations.

    Preferred

    Preferred Qualifications

    • Demonstrated familiarity in Accounting or similar financial field.
    • Demonstrated experience with driver safety, vehicle maintenance, and other fleet management best practices.
    • Demonstrated experience with vehicle inventory management (i.e., purchasing, tracking, monitoring, disposing of vehicles).
    • Demonstrated experience handling complex purchasing processes for fleet procurement.
