    This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration(VHA), VA Capitol Health Care Network (VISN 5), at the Beckley VA Medical Center. The primary duties of this position include being a fleet manager and transporting patients, medical equipment, supplies, linen, VAMC personnel, and other items essential to the operation of the Beckley VA Medical Center. This position is located within the Facility Management Service Line (FMSL) in Beckley, WV.

    Duties

    Major duties and responsibilities of a motor vehicle operator include but are not limited to:

    Administrative/Fleet Management

    • Provides on the job training to new employees in accordance with established procedures and practices, and other VA/VHA and General Services Administration (GSA) rules, regulations, and tracking compliances regarding MVOs.
    • Keeps abreast of new and up to date operations, special knowledge and certifications required to answer questions of other employees on procedures, policies, and directives; and acquire other information or decisions from supervisor regarding unfamiliar problems as warranted.
    • Reconciles monthly credit card statements and checks for fraud or misuse.
    • Monitors vehicle usage; to include recording number of trips and passenger totals and types.
    • Ensures vehicle fleet is sized and maintained to VA and GSA requirements.
    • Serves as the Primary contact for GSA vehicles and is responsible for providing vehicle utilization and GSA reports.
    • Responsible for the Comprehensive Automotive Reporting System (CARS), Federal Automotive Statistical Tool/Office of Management and Budget (FAST/OMB) programs.
    • Serves as the technical advisor to the Maintenance and Operations (M&O) Supervisor at the Beckley VAMC.
    • Provides information regarding fleet system modifications, specific requirements, and compliance standards, policies, and governing directives

    Motor Vehicle Operation

    • Operate the following types of equipment, straight-in-line trucks, a 26 passenger bus, vans (including wheelchair vans), trucks (including 2 ½ ton), station wagons, sedans, and other necessary equipment to carry out the functions of the Medical Center
    • Transports patients, medical equipment, supplies, linen, VAMC personnel and other items essential to the operations of the Medical Center.
    • Operates gasoline or diesel-powered vehicles of all types with heavy loads and is required to provide guidance and assistance with loading or unloading vehicles.
    • Responsible for proper cargo loading placement and binding.
    • Responsible for stabilizing and weighing cargo to prevent axle overload or cargo damages, caused by shifts or spills.
    • Performs courier duties and responsibilities, at a minimum between the Beckley VAMC and the Richmond VAMC and its associated community-based outpatient clinics.
    • Operates vehicles in all types of traffic and weather situations in preparation for driving on public roads, which may include snow and ice removal during extreme circumstances or emergency situations.
    • Performs other related duties as assigned.

    DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

    This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job).     PHYSICAL EFFORT AND WORK CONDITIONS: The daily duties performed by the incumbent are mostly sedentary. However, the position also involves duties consisting of climbing in and out of vehicles, moderate to heavy physical effort in climbing on or in to load or tie down cargo. Works in all weather conditions, pushing, and pulling laundry carts and wheelchairs; sometimes lifting heavy freight equipment, supplies, etc., weighing up to 50 pounds, climbing steps, loading, and unloading patients in wheelchairs in vans, and driving long hours on trips. Work is performed in the Maintenance and Operations building at the Beckley VAMC, as well as in a vehicle. There could be some regular exposure to dirt, grease, exhaust, noise, and machinery. May be required to travel several miles per day in the performance of their duties.

    Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.
