This position is located in the Hazardous Waste Section of the Compliance and Enforcement Division of the Bureau of Land and Waste Management. The individual will be responsible for planning, coordinating, and performing advanced technical duties in hazardous waste field activities to detect, evaluate, abate, and control environmental quality. The individual will also coordinate inspections of hazardous waste management facilities to ensure consistency in compliance and enforcement of State hazardous waste laws and regulations, provide technical assistance to the regulated community and Department staff and conduct training for hazardous waste inspectors in the field and classroom settings.
Job Duties:- Plans, coordinates, and conducts inspections at various hazardous waste generator, treatment and disposal facilities to ensure compliance with applicable statutes, regulations, rules, policies and permit conditions
- Oversees and provides technical guidance to the Department's regional personnel in planning and scheduling of inspections and investigations regarding the hazardous waste regulated community
- Ensures inspections and issuance of reports are conducted in a timely manner and consistent with the mandates of the Department's RCRA Grant requirements
- Prepares concise written reports outlining findings of inspections or investigations and follows up on violations to determine the appropriate action is taken with regard to hazardous waste regulations
- Coordinates and initiates referrals to the Bureau's Enforcement Section, as needed
- Coordinates with EPA Region IV on oversight inspections, as appropriate
- Provides technical assistance on matters related to hazardous waste management to the public, public officials, consultants, regulated community, and Department personnel
- Participates in public meetings and presents on RCRA topics annually
- Assists RCRA permitting staff with permit review and provides feedback
- Participates in regulation review during regulation development and updates
- Ensures that all data entry and data tracking requirements are met in the Department's and RCRA databases
- Assists in the facilitation of internal and external trainings on hazardous waste regulations, policies and protocols to meet RCRA grant requirements.
- Assists in the training of new Department staff in areas of hazardous waste procedures and protocols, as needed
- Performs other duties as assigned
A bachelor’s degree in the natural or physical sciences* or related technical field; or an associate degree in the natural or physical sciences* or related technical field and two years of environmental health or related experience; or a high school diploma and four years of environmental health or related experience.
*These fields include but are not limited to branches relating to Physics, Chemistry, Earth Sciences, etc.
Additional Requirements:- Experience using personal computers, Microsoft Word and Excel
- Must be able to handle multiple tasks daily in and effective manner
- Must be able to communicate effectively both orally and in writing in a clear and concise manner
- Must be able to follow detailed, precise and complex inspection procedures and policies
- Must be able to comprehend and apply statutory and regulatory requirements for complex regulatory inspections
- Must have sound knowledge and experience in regulatory compliance and/or enforcement
- Must be available for routine in-state travel, some out-of-state travel, and limited overnight travel
- Must have a valid driver's license, 10-year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle
- Must able to lift 50 pounds, work in cold and hot environments, and wear personal protective equipment
- Must be able to complete 40-Hour HAZWOPER training, pass a respirator fit test, and pass an annual medical monitoring examination

This position is part of the South Carolina Department of Environmental Control’s Bureau of Land and Waste Management. The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental-related functions of DHEC.
