Health Value Analyst analyzes product research and clinical outcomes data, and prepares financial analyses to ensure that hospital supply management activities optimize the delivery of cost-effective, quality healthcare. Determines the clinical and financial impact of adding new products and technologies to the hospital product line. Being a Health Value Analyst evaluates prospective technologies that may significantly impact revenue and support strategic planning. May require a bachelor's degree of specialty. Additionally, Health Value Analyst typically reports to a supervisor or manager. The Health Value Analyst contributes to moderately complex aspects of a project. We have behavioral health providers who partner with the primary care clinicians to assist in a vast number of activities including warm handoffs for acute behavioral health crisis management, substance abuse counseling, tobacco cessation counseling, chronic disease self management counseling, and long-term individual and family therapy. We have been serving the Maui community since 1993. Since 2015, we have served over 11,000 patients of which 97% are living at or below 200% of the Federal poverty level.     PRIMARY FUNCTION:: Assist Quality and Risk Manager in creation and maintenance of relevant data collection systems with timely reporting of data to internal and external stakeholders.
    ESSENTIAL DUTIES AND FUNCTIONS
    I. DEVELOP AND MAINTAIN DATA COLLECTION SYSTEMS:
    • Identify and create a structure for data requirements needed for the organization at the following levels:
    • External Reporting:
    • HRSA and BPHC:: UDS Data, Project Officer reports.
    • NCQA:: PCMH data
    • Health Insurance/Payors:: Performance data.
    • Grant Requirements:: Grant performance metrics
    • Miscellaneous:: Data reporting to external partners and stakeholders
    • Internal Reporting:
    • Board of Directors:
    • C-Suite and Management Team:
    • Frontline Staff:

    :Internal reports will include
    • Patient Population Served by Clinic
    • Clinical Quality Indicators
    • Risk Management
    • Clinical Care Coordination
    • Clinical Productivity and Patient Access Metrics
    • Environment of Care and Infection Control Metrics
    • Quality Improvement and Quality Assurance Projects
    • Population Health including SDOH, Preventive Services, and Health Promotion Services
    • Patient and Community Relationship Metrics
    • Patient Experience and Patient Satisfaction Survey
    • Provider productivity and quality performance reports
    • Clinical Staff Wellness Metrics
    • Miscellaneous: Reports requested by C-Suite members
    • STANDARDIZE DATA OUTPUT FROM DIFFERENT SOURCES:
    • Identify different sources of data (manual vs electronic) and standardize final output into a combined and homogenized format for stakeholder analysis.
    • Familiarize and develop competencies to run reports and extract data from various software solutions in the organization.
    • Be able to validate and reconcile data.
    • Maintain up to date data collection systems in a standard format.
    • RELEVANT DATA PRESENTATION FOR TARGET AUDIENCE. :
    • Position will have on the job training for this competency and will be expected to demonstrate an aptitude and ability to learn:
    • How to create and maintain dashboards in a timely fashion.
    • The best data visualization format based on
    • Data being presented
    • Target audience
    • How to create a data summary report upon request.

    IV. ASSIST THE DEVELOPMENT OF CLINICAL QUALITY AND OPERATIONS THROUGH HIGH QUALITY DATA:
    • Assist Quality and Risk Manager in providing timely and relevant data to assess clinical quality and clinical operations.
    • Conduct assessments, audits, and data analysis as delegated by the Quality and Risk Manager to assess the quality program performance.

    QUALIFICATIONS
    Preferred education and experience:
    • Bachelor’s degree from a four-year college or university with major work done in a health science, behavioral sciences, social sciences, public health, computer science, mathematical science, or information sciences.

    As a measure to invest in internal talent, the clinic will consider internal applicants who do not have the above qualification as long they meet the following provisions:
    • The applicant is pursuing their Bachelor’s degree in the above fields at the time of application.
    • The applicant will commit to successful application and acceptance into a Bachelor’s program within 12 months of hire into this position. Once employed, the individual will also be expected to complete their program within a timely manner.
    • The organization will invest in the applicant in terms of certificate courses and conferences to increase outlined competency expectations. If selected for employment, the applicant must successfully complete all trainings and certifications, and demonstrate high performance in applying new knowledge, skills and ability.
    • Comprehensive knowledge of clinical operations within Hawaii’s community health centers and/or at least two years of experience in public health, health promotion, or health program coordination.
    • Good understanding and skills in data mining, data curation, data analysis, and data presentation.
    • Expertise in clinical analytics including
    • Knowledge of FQHC, PCMH, health insurance, and grant data reporting requirements
    • Creating reports from population health tools, electronic health record (EHR), practice management systems, and other analytic and reporting tools.
    • Good familiarity with Microsoft Excel as a statistical tool is preferable.
    • Ability to work independently to organize work in a manner that ensures accuracy and efficiency.
    Skills and Competencies:
    • Computer literacy: Ability to understand and operate necessary computer equipment and software programs.
      • Knowledge of existing and emerging local, state and national initiatives.
      • Strong analytical skills are required, including ability to assess complex systems, conceptualize data, and problem-solve effectively
      • Ability to perform nuanced interpretations of quality and compliance requirements for implementation purposes.
      • Sound decision-making skills and excellent professional judgment, including ability to handle sensitive and confidential information on a daily and ongoing basis.
      • Ability to communicate clearly and concisely both orally and in writing, including technical writing, interpersonal skills, and speaking to groups of employees.
      • Sufficient manual dexterity and physical ability to perform assigned tasks.
      • Ability to manage time and meet deadlines, including ability to work independently.
      • Ability to maintain accurate records and necessary paperwork.
      • Ability to plan, coordinate, organize, train, and implement.
