    The Position: 
    We are seeking to fill an Asset Management Program Manager position. The Asset Management Program Manager will under the general direction of the Department Director, manage assigned programs which may include development/redevelopment programs, Capital Budget programs, homeownership programs, development partnerships with government, private sector, or non-profit and community-based agencies, or other. Assist in planning, site selection, feasibility analysis, negotiations, budget/ pro forma development, funding applications, loan closings, and oversee the design and construction processes with designated team members.  Administer the review process for bond-financing projects.   Lead, manage and administer the agency's Capital Budget process Prepare forecasts of capital fund balances for the agency; analyze annual department capital budget requests; approve capital and development project expenditures; manage agency unit and building inventory; and track and report on the capital needs of agency assets.     The ideal candidate has: 
     
    • Eight years' work experience in public, private or non-profit housing development, financing, budgets, project management, and grant development.  Experience in administering and managing major development projects involving multiple fund sources.  
    • Experience in public presentation and public speaking.
    • Bachelor's degree in closely related field from an accredited college or university required. 
      • Four years relevant experience may be substituted in lieu of degree.
    • Valid Washington state driver’s license with an insurable driving record
    While these requirements are the traditional standards for developing the skills required for this classification, any combination of experience, training and education that demonstrate the ability to successfully perform the essential functions of the classification may be considered.??
     
    What will you do?
     
    • Manage and Assist in the analysis of SHA real estate assets to determine immediate, short term and long-term capital needs to preserve the assets. Identify, analyze, and develop properties for preservation, rehabilitation, acquisition and/or new construction, including investment properties.   
    • Oversee community notification, preparation of development budgets and operating proformas, preparation of funding proposals, coordination of loan closing and reporting requirements and all aspects of construction management.  
    • Oversee the selection of external program and project personnel, including technical and financial consultants.  Oversee the preparation of RFQ's RFP's and procurement of consultant and financing services related to housing development.  Manage and administer consultant and financing contracts.  
    • Lead a staff team in working with other housing and community development agencies, housing authorities, and private sector developers on city, state, and federal housing and community development issues, policy formulation and other funding strategies.  
    • Oversee the administration of SHA's involvement in component units, condo associations, homeowner associations and non-profit affiliates. 
    • Prepare and review project and department budget estimates and agency capital budget estimates or proposals for completeness, accuracy, and conformance with fund source requirements, regulations, other agreements, and approved capital needs assessments.
    • Prepare budget summaries for each project and the department, as a whole, for use by program managers and directors.  Review reports and accounting records to determine if allocated funds have been spent as required by the approved budgets, and any fund source restrictions.  Work with program managers to resolve budget variances.  Complete Department of Housing and Urban Development (HUD) required reports.
    • Manage the tracking and forecasting the capital needs of SHA owned property. Lead an inter-agency effort to prioritize, plan and fund the identified needs.
    • Oversee the agency's Asset Management databases. This includes both, the creation of new modules within existing databases and maintenance of these existing databases. Work with other agency departments to maintain the databases in ways that support the collection, extraction, and analysis of data for use across the entire agency. Manage the reporting of unit and property information to HUD, agency departments and outside agencies.
    • Manage the procurement of tenants for SHA's commercial properties; oversee the negotiation of leases; and manage all aspects of SHA commercial tenants and commercial space. 
    • May supervise and evaluate the performance of assigned staff; May participate in the interview and selection of new employees and in recommending transfers, reassignment, termination, and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates.  
    • Lead and facilitate the participation of staff to develop, implement, and continuously improve service delivery to ensure attainment of the core strategies and mission of the agency, coach staff in the development and implementation of work plans and/or initiatives work supporting cooperatively and interdependently with others and all departments.  
    • Ensure that all safety and health rules, standards and procedures are observed, conduct monthly self-inspection of work areas and practices to eliminate potential hazardous conditions, arrange for conduct and ensure that accident investigations of all accidents are formally reported on or within the next work day of when the accident occurred, monitor and enforce the agency's Safety and Health program, and actively support and participate in the Emergency Preparedness program and tasks.
