  • Summary

    This position is located in a Field Office of the National Labor Relations Board. This position is established as a "trainee position", assisting the region with case handling work including investigating representations petitions, unfair labor practice charges, and handling election proceedings. Assignments are closely monitored and developmental.

    Duties

    As a Student Trainee (Field Examiner) GS-0299-7/9, your typical work assignments may include:

    • Conducting legal research, interviewing witnesses, preparing sworn statements, reviewing and analyzing documentary evidence, drafting reports on investigations, and/or negotiating and drafting settlement agreements.
    • Processing relatively simple to more complex cases through all phases of case processing.
    • Managing agency and other applicable electronic file systems to reflect all stages of case processing, age of case, and the collection of relevant data.
    • Performing other duties as assigned.

    RequirementsConditions of Employment

    • U. S. Citizenship Required.
    • Males born after 12/31/1959 must be registered for Selective Service.
    • This is not a remote position.
    • Relocation expenses are not authorized.
    • Salary range listed is base. Locality salary to be determined after selection.
    • This position is part of the Bargaining Unit.
    • Must be enrolled at least half time at a qualifying educational institution pursuing a qualifying degree or certificate at least half-time.
    • You must maintain status as a current student while on this appointment. To remain eligible for this program, students will be required to provide verification of enrollment for the upcoming semesters.
    • Students must provide copy of official transcripts, if selected. Transcripts must reflect enrollment for Fall 2024.
    • You will be required to sign a Pathways Internship Program Participant Agreement.
    • The intern is in a trial period throughout the entire Pathways Internship appointment.
    • Interns may work full-time or part-time during the school year (based on agency needs) while continuing their education.
    • This is a positive education position. Transcripts are required to be considered for this position.
    • You must successfully pass a background investigation and complete the Declaration for Federal Employment (OF-306)

    IDEAL CANDIDATE STATEMENT
    The NLRB is looking for students interested in pursuing compliance with the National Labor Relations Act. The candidate should have excellent communication skills orally and in writing. Course study relevant to industrial and labor relations or similar courses in employment are preferred.

    This position has an education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to a final offer of employment.

    Students must provide a transcript showing proof of current enrollment.
    Students may be asked to provide proof of course enrollment before selection.
    Eligibility for the Pathways Internship Program will be verified prior to appointment.

    MINIMUM QUALIFICATION

    To qualify at the GS-07 level:
    Must have completed at least one (1) full academic year of graduate level education (18 credit hours) and possess a bachelor's degree.

    OR

    Must have completed a bachelor's degree and meet Superior Academic Achievement (S.A.A.) criteria.

    S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

    Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

    Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

    Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. These honor societies are listed by the Association of College Honor Societies.

    To qualify at the GS-09 level:
    Must have successfully completed two academic years of graduate level education (above a bachelor's degree)

    OR

    Must have successfully completed a Master's degree or equivalent graduate degree.

    FOR STUDENTS IN THEIR FINAL YEAR: Students that are graduating and are not subsequently enrolled in another program might not meet the work-hour requirements prior to graduation and will be at risk for not being able to convert to a career or career-conditional appointment.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Pathways Student Internship Program Education Requirement:
    1. Must be currently enrolled or accepted for enrollment and seeking a degree (diploma, certificate, etc.) in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate on a full or half-time basis. NOTE: You MUST provide proof that you are currently enrolled or have been accepted for enrollment in the next academic term on a full-time or part-time basis.

    2. You must maintain student eligibility and enrollment for the duration of the internship. If you do not maintain eligibility and enrollment, you are ineligible for this program.

    3. Every semester, you must maintain good academic standing with an overall GPA of 2.0 or higher on a 4.0 scale.

    4. Must be a citizen of the U.S. (or lawfully admitted to the U.S. as a permanent resident or otherwise authorized to be employed under Immigration law, and able to be employed under the appropriations ban on employment of non-citizens).

    Additional information

    This is an Excepted Service appointment. Upon graduation, depending on the qualifications and the agency's need the student may be converted without a break in service to a permanent appointment in the competitive service, to a position that has a career ladder target up to the GS-13 depending on the office the student is selected to work in and provided the student is a U.S. citizen who has worked at least 640 hours in an appropriate program and has received a favorable recommendation for retention. There is no guarantee of a permanent position in the competitive service following this internship.
