Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Laboratory Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • What You Will Do

    The Joint Munitions Technology and Development Program (JMP) is a collaborative effort between the Department of Defense (DoD) and the Department of Energy (DOE). With a history spanning nearly four decades, the JMP operates under a Memorandum of Understanding between the DOE Office of Defense Programs and the DoD Director of Defense Research and Engineering. This highly matrixed program involves multiple divisions at LANL, focusing on varied research efforts crucial for defense advancements.

    The Associate Laboratory Directorate for Weapons Engineering Program Office (ALDW-PO) is seeking an energetic and experienced technical leader to manage the JMP at Los Alamos National Laboratory (LANL). The successful candidate will play a pivotal role in driving forward-looking initiatives that are strategically aligned with both DoD and DOE objectives. You will lead a robust team, integrating project leaders and principal investigators of the JMP to maintain and enhance our cutting-edge defense technology efforts. The Program Manager 4 will also be responsible for working as part of a team of Program Managers providing leadership and integration within the larger LANL Weapons Program, including aligning the program with the gaps and needs of LANL's Advanced Simulation and Computing and Science and Engineering Programs.

    Minimum Job Requirements:

    Program Management

    Expert-level knowledge of and experience in leadership and management of technical programs, including success at technical project and proposal development, advocacy, projectization of activities and deliverables, resource allocation and balance, execution, and successful customer relations. Expert-level knowledge of and consultative experience in all aspects of project and program management of technical work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

    A record of successful accomplishments and/or demonstrated technical expertise in two or more of the following: Joint DoD/DOE Munitions Program, DOE Weapons Program, dynamic properties of materials, explosives science and engineering, conventional defense applications, production science, advanced numerical techniques.

    • Expert-level knowledge or leadership experience in managing technical programs, particularly those related to munitions, explosives science, or defense applications.
    • Demonstrated ability to manage complex projects, allocate resources effectively, and maintain successful stakeholder relationships.

    Communication

    Demonstrated excellent motivational, communication and interpersonal skills evidenced through recent management assignments, internal and external interactions, briefings, presentations, and documentation. Demonstrated ability to lead, motivate and focus scientists, engineers, other managers, and work with a diverse customer base. A record of successful teamwork and consensus building demonstrated by working across organizational and program boundaries. Demonstrated commitment to Laboratory goals in safety, security, environment, diversity, recruiting, and employee development.

    Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 12 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

    At this level an advanced degree may be expected.

    Desired Qualifications:

    • Significant experience with both DoD and DOE sponsor bases.
    • Advanced knowledge with DoD and DOE laboratory systems and management structures.
      • Understanding of the command of the Department of Defense management structure.
      • Knowledge of the DOE nuclear weapons program structure.
      • Laboratory's financial management systems and process, a keen aptitude for forward thinking and strategic planning.
    • Experience in strategic planning and external program funding mechanisms like work-for-others, SBIR, or STTR.

    Work Environment:

    Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

    Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year

    Additional Details

    Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

    Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

    • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

    New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

    Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

    Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.
