Mission and Culture
The Department of Natural Resources' mission is to develop, conserve and maximize the use of Alaska's natural resources consistent with the public interest. The mission of the Division of Agriculture is to promote and encourage the development of the agriculture industry in the State. The incumbent will contribute to this mission by assisting Alaskan agriculture businesses with financial opportunities via the Alaska Revolving Loan Fund (ARLF) and will work with the current loan officer, the Director, and the Board of Agriculture and Conservation to develop opportunities for farmers statewide. The incumbent will also help monitor program integrity through evaluation, feedback, and industry engagement.
Core Responsibilities
The incumbent will assist in analyzing and evaluating loan applications submitted by farmers, loan modifications, and collateral release requests, prepare eligibility determinations, and make recommendations to the Board of Agriculture and Conservation. The incumbent will be one of the representatives to the Division of Agriculture at public Board of Agriculture and Conservation meetings and a variety of public forums. The incumbent will provide guidance on developing business plans for agricultural production, promote the development of agriculture as an economic contributor to the State of Alaska, conduct loan closings on approved applications, and secure collateral to protect the interests of the State. The incumbent will assist in managing the revolving loan fund, which will include recovery of delinquent accounts, asset management, and asset disposal. The incumbent will serve as one of the points of contact for local, state, and federal agencies as well as the public for the Agricultural Revolving Loan Fund.

The Working Environment You Can Expect
This job is in the Palmer office at 1801 S. Margaret Dr., Suite 12, Palmer, AK 99645. The daily work environment is filled with diverse and unique scenarios that require creative problem-solving. This position provides the opportunity to work closely and in collaboration with Alaska’s statewide agricultural communities, state agencies, federal agencies, and non-profit entities to support Alaska’s agriculture industry.
The primary purpose of this position is to manage the Agricultural Revolving Loan Fund program.

Agricultural Revolving Fund Management—The incumbent will Represent the Division of Agriculture and ARLF to public loan applicants and the Board of Agriculture and Conservation. The incumbent will provide advanced professional expertise in managing the Agricultural Revolving Loan Fund and serve as a point of contact for local, state, and federal agencies and the public.

Applicant Analysis - Interview applicants and assist with application completion. Analyze and evaluate loan applications, loan modifications, and collateral releases by reviewing financial statements, tax returns, and credit reports for feasibility, adequate collateral, financial state, and creditworthiness. Obtain additional information as needed to determine eligibility. Determine the type and amount of collateral required to secure the loan, order title reports, and review appraisals.

Analyze Accounts - Conduct inspections of all types of collateral; prepare inspection reports containing analysis of condition and value. Coordinate repossession and maintenance of collateral, if applicable.

Monitor Loan Portfolio - Review and close paid-off loan files; prepare and forward various release documents to applicable agencies/parties. Authorized to release liens, such as deeds of trust, judgments, assignments, etc.

Conduct an annual review of paid-off loans and denied application files to meet Records Retention Schedule Requirements. Uphold the statutes and regulations of the Agricultural Revolving Loan Fund.

Any combination of preparatory post-secondary education and/or experience in lending, collections, banking, real estate (law, sales, management, appraising, assessing), title insurance or a closely related industry.
