Overview As the Carpenter and Locksmith Manager, you oversee important administrative and managerial duties. Your role involves creating and implementing policies, procedures, and processes for maintaining and repairing county-owned and leased buildings and facilities. With a large portfolio of buildings totaling around 4.0 million square feet across 157 properties, you manage Facilities Building Maintenance operations, focusing on Structural Components like interiors, exteriors, and building envelopes, for both reactive and preventative maintenance. In addition to managing door hardware repairs and maintenance, you ensure the secure distribution and monitoring of keys for county buildings. You also supervise union trade employees and contractors, while handling budgets and contracts to support county clients and the public. Additionally, this role includes developing policies and programs, setting goals and objectives, improving program performance, and suggesting program and administrative improvements. A solid grasp of Facilities Management, construction, and locksmithing is necessary. Working closely with other departments ensures smooth coordination of labor, projects, budgets, and proactive planning. Essential Job Duties: Program and Budgeting Management Ensure program consistency, assess County service needs through stakeholder collaboration, and prioritize effectively while complying with regulations. Define and implement countywide Facilities Maintenance, covering Structural Components and proactive/reactive maintenance for various elements. Stay updated on industry standards and identify cost-saving trends. Establish administrative and budget controls, monitor performance, and recommend improvements. Manage annual budgets and align services with county equity and sustainability goals. Address customer complaints promptly, escalating as needed. Anticipate and pursue opportunities for program enhancement. Collaborate with external contractors to ensure quality service delivery and oversee their work accordingly. Staff Supervision and Development Lead and inspire staff to achieve excellence. Identify training opportunities and foster career advancement pathways. Develop succession plans to nurture talent within the team. Mediate conflicts and promote a harmonious work environment built on collaboration and fairness. Provide guidance in goal-setting and assist in goal implementation. Establish project schedules and methods, ensuring adherence to policies and procedures. Facilitate necessary training and resource allocation to support job performance. Handle recruitment and disciplinary actions with care and transparency. Approve time and purchasing requests, while analyzing labor needs for effective resource management. Contract Administration Supervise contract preparation and contribute to enhancing contracted services by facilitating contract solicitation, resolving vendor issues, handling warranty matters, and negotiating contract adjustments. A solid grasp of public procurement laws, rules, policies, and procedures is essential for this role. Division Support Contribute to the division's management team. Offer analysis and reports to managers. Coordinate and assist all division work units. Serve as a top Subject Matter Expert in division activities, including budgeting, audits, capital planning, and strategic initiatives. Construction Project Management Oversight: Ensure program effectiveness by planning, negotiating, prioritizing, adapting to changes, reallocating resources, and supervising County-wide project completion. This role demands expertise in construction project management. Responsibilities include defining scope, securing funding, starting projects, tracking progress, and finalizing projects.
