Managed Care Finance Director directs and oversees all policies and procedures for the financial and data operations of managed care contracts. Manages contracts, negotiates and sets rates, and reviews reimbursement levels and managed care agreements to ensure that proper payment practices are utilized. Being a Managed Care Finance Director implements processes that encourage and inform the organization how to increase levels of reimbursements. Requires a bachelor's degree. Additionally, Managed Care Finance Director typically reports to top management. The Managed Care Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     • The Client also operates a tribal justice system, early childhood education center, Elders center, social services program, and more. A 67,00-square-foot education campus building is under construction in Kenai.

    Job Summary

    • The Finance Director acts in a key leadership role within the organization whose primary responsibility is the oversight of the Tribe's financial functions: accounting, billing, budgeting, financial reporting, financial risk management, grants financial compliance, and treasury.
    • The Director provides guidance to the Executive Director in planning financial strategies, goals, initiatives and structure in alignment with the Tribe's values, vision, and strategic plan.
    • The Director reports to the Executive Director and responds to budgetary and performance measures, achievement of goals and strategies, and results of monitoring functions.
    • This position works towards and encourages collaboration with the Tribe's programs and outside agencies to carry out optimal financial, accounting and billing management support services.

    Essential Functions

    • Ensure the Tribe's financial transactions are properly recorded and reported in accordance with applicable financial regulatory and compliance standards.
    • Provide guidance, mentoring and support to the Health Revenue Cycle Manager, Controller, Accounting Manager, and Financial Analyst positions.
    • Responsible for developing financial management policies and procedures.
    • Responsible for the oversight of optimizing performance of the healthcare revenue cycle process.
    • Provides oversight of the internal audit function to monitor the Tribe's adherence to established internal controls, financial policies and regulatory requirements.
    • Report all irregularities and deficiencies to the Executive Director in a timely manner.
    • Manages the development and coordination of the annual operating and capital improvements budgeting process.
    • Provide regular financial performance reports to the Executive Director and governing body.
    • Preparation of the annual indirect cost rate agreement with the federal government.
    • Develop proposals for audit services and preparation, and the drafting of the annual statements and single audit reports.
    • Ensures timely submission of financial reports required by governmental and grant agencies.
    • Review and comment on financial information included in grant applications, funding agreements, contracts, and compacts.
    • Manage financial risk exposures of the Tribe by maintaining adequate insurance policies and bank collateralization agreements, discuss any financial or other risks with the Executive Director.
    • Advise management on short/long term liquidity planning through forecasting cash flow, analyzing funds available for investment.
    • Oversight of the Tribe's preparation of financial grant and tax reports.
    • Constructing monthly management reporting with the focus on usefulness and added value commentary including benchmarking, variance analysis, forecasting.
    • Develop capital assets and resources with both short-term and long-term planning.
    • Ensure financial services staff follow workplace safety guidelines.

    • In performance of the above essential functions, the Finance Director shall meet the following performance outcomes:
    • Current, accurate and timely financial information is communicated with staff, leadership, Council, tribal departments, community partners, grantors, and auditors.
    • The finance team is high performing, fostered by a positive work environment and centered on learning and appreciation for each team members' strengths.
    • Goals and outcomes of the annual strategic plan are successfully completed in a timely manner.
    • Solutions are provided, based on accurate information and data, when problems arise.
    • Policies and procedures are reviewed annually and new policies and procedures are created as needed.
    • Best practices and regulatory requirements are implemented and adhered to.
    • All external audits are free of findings.
    • Financial risk exposure is limited by maintaining adequate insurance policies, bank collateralization agreements, and sound investment management.
    • Assets and financial resources are safe guarded with adequate short term and long planning.
