SALARY: $83,499.00 - $90,499.00 (Commensurate with educational level)
JOB SUMMARY: To provide leadership, support, and professional learning to local education agencies (LEAs), parents, and collaborating agencies in the community related to Individuals with Disabilities, Medicaid billing, Finance, and Section 504 topics.
DUTIES AND RESPONSIBILITIES:
- Work collaboratively with the Department of Health and Human Resources (DHHR) regarding the implementation of the Medicaid reimbursement for services that are special education and related services as required by the West Virginia Code 18-2-56 Medicaid Eligible Children and the Medicaid State Plan Amendment (SPA).
- Complete a quarterly Medicaid Certification of the State's match and the Annual Medicaid report to the West Virginia Board of Education.
- Coordinate fiscal and data management matters related to Medicaid Services in LEAs and participating agencies and assist with other assigned fiscal projects related to students with disabilities.
- Serve as liaison to special interest groups with regard to Medicaid Services related to education programs and services.
- Assist LEAs and participating agencies in matters related to Medicaid as it involves education services, requirements and policy development and implementation.
- Assist LEAs in entering Medicaid enrollment packets through the Medicaid Portal.
- Assist LEAs in meeting Medicaid revalidation timelines.
- Assist LEAs in management of Medicaid Random Moment Time Studies lists and requirements or other required procedures.
- Assist school districts and their personnel with implementation and changes of Medicaid policies and procedures.
- Provide technical assistance to LEAs and individuals regarding special education issues.
- Provide support to LEAs and parents in the area of Section 504 eligibility and Section 504 plans.
- Serve on statewide committees and work groups on projects related to Individuals with Disabilities.
- Perform other duties as assigned by the Director, WVDE, Office of Special Education.
QUALIFICATIONS:
- Minimum of a Bachelor's Degree in special education, social work, accounting or a related field; Master’s Degree preferred.
- Demonstrated excellent ability to exchange, transmit and express knowledge and ideas in written and oral forms.
- Effective facilitation and presentation skills with adult audiences.
- Ability to arrange and/or retrieve and synthesize data, knowledge and ideas related to formulating recommendations.
- Demonstrated expertise/experience in use of word processing, spreadsheet, database, presentation software and telecommunications.
- Broad knowledge of disability rights, federal laws and regulations and state policies regarding special education and its funding, especially in the area of Medicaid reimbursement.

EMPLOYMENT RELATIONSHIP:
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is “at-will” and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
