    Project/Unit Description

    The Research Program Manager is a research faculty position in the Program Management, Quality & Test, and Tools (PMQTT) Division of the Applied Systems Laboratory (ASL) responsible for leading a team supporting Government-sponsored research in Huntsville, AL and Atlanta, GA.

    This position is a senior position that will provide sponsor-facing program management leadership and coordination, and will include providing monthly performance status reports, organizing staff planning and assignments, overseeing sponsored research projects and coordinating business development activities.

    Job Purpose

    The Research Program Manager directs and oversees a portfolio of research projects that includes internal and external sponsor and stakeholder engagement. The Research Program Manager is responsible both for the oversight of technical execution, schedule, and budget of assigned portfolios. Specifically, the Research Program Manager develops the planning of programs and future projects through routine interactions with stakeholders. The Research Program Manager develops trusted relationships with sponsors and also serves in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts.

    Key Responsibilities

    • Oversee technical government programs which are of relatively medium-to-high risk and medium-to-high complexity.
    • Ensure that all required resources such as engineering expertise, manpower, production, computer infrastructure, facilities, etc. are available for the program.
    • Build multi-disciplinary teams across the organization.
    • Plan, direct, and monitor program budgets and serve as primary sponsor contact for program information inquiries.
    • Author and oversee delivery of project deliverables.
    • Coordinate schedules, briefing materials, minutes and logistics associated with project meetings.
    • Direct program growth by proposing new ideas to sponsors and marketing new technology or follow-on business opportunities.
    • Understand and present GTRI core competencies and lab capabilities to external sponsors and stakeholders.
    • Maintain an understanding of various sponsors interests in a given technical area.
    • Coordinate with program development leads and GTRI support units on large proposals and training curriculum.

    • Communicate effectively to mediate between multiple stakeholders and converge on optimal solutions.

    Additional Responsibilities

    • Familiarity with various sponsors interested in a given technical area.
    • Coordinate with program development leads, SPS, OSP, and other support units on large proposals and training curriculum.
    • Comprehensive understanding of PD (technical lead) and PM (operations lead) responsibilities to develop training for lab-level project directors and managers.
    • Support systems design, development, and integration of fixed-wing and rotary-wing aviation and avionics-related tasks for multiple
      projects as tasked in support of research for PEO Aviation.
    • Lead the coordination among multiple ASL Divisions and Branches that support System Engineering, Software Development, and Test & Evaluation to obtain resources required for research and development associated with integration of hardware, software, and
      instrumentation for various platforms.
    • Manage research and development on multiple aircraft platforms including avionics, radio communications, electronic warfare, and
      weapons systems.
    • Lead and support proposal efforts for sponsored projects.
    • Assist with business development activities to include sponsor engagement, showcasing capabilities to internal/external organizations, support conferences/summits/symposiums, and technical meetings/briefings.
    • Support high level tasks such as business strategy development, division processes in addition to personnel development and
      mentorship.
    • Train and mentor team members including research faculty, undergraduate and graduate students, to develop expertise in engineering processes and research activities, professional development and training opportunities.
    • Maintain strong relationships with Atlanta-based researchers to include staying abreast of GTRI capabilities.
    • Identify and communicate business development opportunities to ASL, especially those outside existing sponsor relationships.

    Required Minimum Qualifications

    • Demonstrated experience with avionics, autonomy or missile defense systems and integration.
    • Experience supervising and managing programs and technical teams.

    Preferred Qualifications

    • Active Secret Clearance.
    • Experience supporting systems integration and flight testing.
    • Experience with avionics, radio communication, Model Based System Engineering (MBSE), Open System Architecture (OSA), Aircraft
      Survivability Equipment (ASE), and Electronic Warfare (EW).
    • Experience in a functional management role and/or leading mid-sized teams.
    • Experience managing cost / schedule / technical aspects of complex engineering systems.
    • Proficient in creating and maintaining detailed, large scale, integrated schedules using MS Project or similar.
    • Familiar with Atlassian tool suite or similar development collaboration and systems development tools.

    Travel Requirements

    • 10% - 25% travel.

    Education and Length of Experience

    • 14 years of related experience with a Bachelor’s degree in Electrical Engineering, Systems Engineering, Computer Engineering, Program Management, or Project Management.
    • 12 years of related experience with a Masters’ degree in Electrical Engineering, Systems Engineering, Computer Engineering, Program Management, or Project Management.
    • 9 years of related experience with a Ph.D. in Electrical Engineering, Systems Engineering, Computer Engineering, Program Management, or Project Management.

    U.S. Citizenship Requirements

    Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

    Clearance Type Required

    Candidates must be able to obtain and maintain an active security clearance.
