STATE PROFILE SUMMARY: Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. JOB RESPONSIBILITIES:
· Under general supervision, this position is responsible for:
· Directing the operations of the assigned Testing Management Unit of the Office of Materials and Testing consisting of Field Testing and Branch Laboratory operations.
· Assist Technical Services personnel for concrete, asphalt, graded aggregate and soil construction.
· Direct the processing and testing of all samples for the Testing Unit.
· Administer the RTT Roadway Testing Technician, QCT Level 1 Asphaltic Concrete Contractor Certification, Laboratory Soil Technician and Laboratory Aggregate Technician certification programs which includes training, observing testing procedures and certifying personnel.
· Evaluate the effectiveness of the Contractor's Asphaltic Mix Certification program in assigned District. Represent the Office of Materials and Testing with contractors concerning materials problems on construction projects.
· Prepare and recommend annual budget covering requests for equipment, supplies, vehicles, and building maintenance for the district unit. Provide guidance and counseling to subordinates as needed or requested and administer the personnel function for assigned employees.
· Maintains the Testing Management Unit’s AASHTO Resource Accreditation program as outlined in AASHTO R18
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field AND One year of job related experience OR
· Associate's degree in a related field from an accredited college or university AND Two years of related experience OR
· One year of experience at position equivalent.
AGENCY SPECIFIC QUALIFICATION:
· Three years of experience in construction materials testing.
· Experience interpreting and/or understanding Georgia Standard Specifications, The STI (Sampling, Testing and Inspection) section, GSPs’, GDTs’, AASHTO and ASTM test procedures.
· Experienced supervising, assisting, and training employees.
· Knowledge of computers, computer applications and/or other technology to analyze and communicate laboratory testing information.
· Experience communicating and interacting with co-workers and external customers in a professional manner.
AGENCY PREFERRED QUALIFICATIONS:
· A four-year college degree in civil engineering or civil engineering technology OR a minimum of 3 years of experience sampling and testing roadway construction materials (Asphalt Plants, Roadway and Laboratory).
· Experience to quickly locate and recognize pertinent information while managing subordinates and/or conducting tests and evaluations (GDT and AASHTO test Methods).
