Organizational Development Manager manages all aspects of organizational development. Oversees the development of training programs, facilitation of change management initiatives, and review of current development programs to ensure linkage to company goals. Being an Organizational Development Manager develops programs to build human capital and a strong employee development culture. Facilitates the development and implementation of employee performance measurements to gauge the success of programs and identify areas for improvement. Additionally, Organizational Development Manager assesses leadership development, team development, and organizational communication programs and practices. Typically requires a bachelor's degree or equivalent. Typically reports to a director. The Organizational Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Organizational Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     About the Role

    In anticipation of a contract award, COE is seeking an experienced, motivated Cloud Mitigation Manager to provide consultation to our federal client. This is primarily a hybrid work assignment, with occasional travel to local client site(s) within the Washington DC/Baltimore Metropolitan area.

    Responsibilities

    This role will include, but will not be limited to the following:

    • Perform functional, integration, and regression testing to ensure system stability and performance.
    • Provide quality assurance, functional testing, and regression testing throughout the suite of OPM systems.
    • Provide innovative new solutions in the Federal HR space to provide accommodations to each agency’s software needs.
    • Build automation into the development, testing, and deployment processes.
    • Support continuous integration efforts in the delivery of software products.
    • Design and develop specialized websites for the presentation of products and resources.
    • Being available for occasional deployment/testing work outside normal business hours.
    • Automate manual internal processes using available technologies (e.g., converting Excel tracking spreadsheets into Power Apps).
    • Apply user-centered design principles to improve the workflow, expand the functionality, and enhance the visual appeal of websites.
    • Apply results from user research and usability testing to create new features and improve current features.

    Experience and Skills:
    • Must have prior experience working on Federal projects. Candidates without Federal experience will not be considered.
    • Bachelor’s degree in area of specialty, with four - seven years related experience.
    • Ability to work independently and in a collaborative setting.
    • Expert at successfully guiding transitions to a Cloud based environment.
    • Demonstrated experience working in an Agile software development process.
    • Expert in developing technical requirements and system documentation.
    • Demonstrated successes in product ownership and product management.
    • Ability to manage IT products in a FedRAMP or similar environment.
    • History of ethical and value-based performance.
    • U.S. citizenship is required and ability to or already possesses a national security clearance.

    Target Salary, Commensurate with Experience: $90k - $165k
