Hiring Range: $70,000.00 - $83,180.00 annually (salary to be commensurate with qualifications)
This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. Under FLSA guidelines, this position is exempt.

Develops, implements, and administers organizational development programs for El Paso County in collaboration with Department and County Leadership. Researches and recommends new initiatives to align organizational development with business objectives. Assists with various analytical, technical, and administrative duties.
- Designs, implements, and oversees organizational development programs such as apprenticeship, volunteer, and internship programs that align with County strategic goals and objectives.
- Designs and delivers training opportunities that provide meaningful learning opportunities. Maintains current knowledge of County training policies, procedures, and programs.
- Leads and participates in various endeavors regarding employee development, which may include but is not limited to, employee job coaching, facilitating team development, assisting with change management initiatives, and evaluating and making recommendations on organizational culture.
- Collaborates with Leadership to assess and determine the development needs of County staff; advises leadership regarding the implementation and effectiveness of such initiatives.
- Forges strong relationships with educational institutions, community organizations, and internal departments/offices to create a network of opportunities for participants and to enhance program offerings.
- Ensures all programs comply with relevant laws, regulations, and policies. Maintains meticulous records for all program activities, including third-party agreements, training records, and vendor information.
- Collects, analyzes, and reports employee feedback and requests related to programs.
- Remains knowledgeable of the latest organizational development trends.
- Assists with implementing and administrating the County’s learning and performance management system and all related modules.
- Assists with various Human Resources functions as needed.
- Performs other duties as required.

Required Education and Experience: - High school diploma or equivalent education.
- Two years of experience developing and implementing organizational development programs.
- Two years of experience creating and delivering professional training.
Preferred Education and Experience: - Bachelor's degree in organizational development, government administration, human resources, adult education, educational leadership, or a related field.
- Experience in developing and implementing apprenticeship programs.
Licenses/Certificates:- Must possess and maintain a valid driver's license.
Pre-Employment Requirements:- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs; some travel may be required.
