DEFINITION: Supervises and directs the work of both professional and administrative personnel in the processing of system-wide payrolls. Plans, coordinates, and supervises staff assignments. Processes complex payroll-related transactions. Assists the office head in the management of the office. Serves as back-up to other Payroll Supervisor and all office staff. Performs other duties as assigned.
EXAMPLES OF DUTIES:
- Supervises and directs the daily activities of payroll staff. Plans, coordinates, and reviews assignments. Ensures that work is performed in a timely manner and in compliance with established laws and regulations.
- Develops quarterly payroll processing calendars with HR and IT staff. Reviews, edits, audits, and approves payroll transactions prior to processing. Supervises the data entry of pay, leave, and deductions in various time and attendance and human resources information systems. Reviews and corrects errors after the payroll is processed.
- Trains office staff and school and office-based timekeepers (e.g., summer payrolls, year-end procedures). Provides advice and guidance to school and office payroll locations.
- Establishes, evaluates, and monitors compliance with remittances of federal income and FICA taxes, state income taxes, retirement deductions, wage attachments, and voluntary deductions.
- Reviews, updates, and maintains BCPS payroll system master tables. Supervises the issuance of W2 forms to employees.
- Participates in the on-going maintenance, selection, and implementation of payroll applications software. Leads upgrade and testing activities coordinating the efforts of an interdepartmental team of subject matter experts. Studies manual payroll processes and procedures making recommendations for automation.
- Participate in training by presenting for various unions and professional development programs.
- Completes federal quarterly tax returns. Researches and gathers information required to complete reports for the Department of Labor, Internal Revenue Services, Maryland State Retirement and Pension System, Baltimore County Retirement System, other government agencies, and departmental management.
- Makes recommendations concerning BCPS payroll-related priorities, policies, rules, and procedures. Responds to inquiries from the public, employees, and others regarding payroll.
- Represents the department at meetings, hearings, and similar events.
MINIMUM QUALIFICATIONS:
Education, Training and Experience:
Possession of an associate degree or an equivalent college coursework. Bachelor’s degree preferred. Five years of increasing responsible experience in the administration of payroll.
Note: Other combination of applicable education, training, and experience which provide the knowledge, skills and abilities necessary to perform effectively in the position, may be considered.
License and Certification
Possession of a Certified Payroll Professional (CPP) certificate preferred.
Knowledge, Skills, and Abilities:
Thorough knowledge of the principles and practices of payroll administration.
Knowledge of laws, codes, and regulations relating to payroll, HR, accounting, and budget.
Knowledge of payroll-related computer applications and systems (e.g., Advantage HR, Smart Find Express, Oracle, KRONOS time and attendance).
Skill in processing payroll transactions accurately and rapidly. Skill in performing calculations. Skill in operating computers and office software applications. Skill in interpreting and applying regulations, laws, and codes. Skill in communicating effectively.
Ability to plan, coordinate, and supervise the work of staff. Ability to establish and maintain positive and effective working relationships.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary and performed in an office environment.
CONDITIONS OF EMPLOYMENT:
This position is considered “essential-as-needed” and is required to work when schools are closed due to inclement weather or other emergency conditions when contacted and directed to do so. Working during winter and spring breaks is required. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.

- All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
- Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
- If you have military experience, you will be asked to provide a copy of DD214.
- Official transcripts for all higher education must be received prior to contract signing.
- Some positions will require employees to undergo a physical examination and/or drug testing.

- Additional job verification will be required for salary credit.
