Plant Superintendent supervises and coordinates workers' activities in all phases of plant operations. Develops and manages production and maintenance schedules to meet internal volume, cost, and quality goals. Being a Plant Superintendent utilizes operational metrics to analyze productivity, identify issues, and achieve production goals. Troubleshoots operational, materials, equipment, and staffing problems and coordinates solutions. Additionally, Plant Superintendent implements plant safety and security inspections, auditing, and training procedures to meet OSHA and other required regulations. Typically requires a bachelor's degree in manufacturing engineering or equivalent. Typically reports to a director. The Plant Superintendent manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Plant Superintendent typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     DEFINITION: 

    Reporting directly to the Director of Public Works, serves as the Manager of Waste Water and as such, supervises, directs, and oversees all work performed by employees assigned to the Waste Water Treatment  Plant. Ensures continuity and compliance of Waste Water Treatment Plant operations 24 hours per day. 

    ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable  individuals with disabilities to perform the essential functions) 

    1. Determines work procedures, prepares work schedules, assigns work and expedites work flow 

    2. Issues oral and written instructions, and ensures work produced is of an acceptable level of quality and quantity 

    3. Studies work methods and identifies opportunities for increased efficiency; implementing new processes as appropriate 

    4. Ensures the full range of personnel management tasks are performed to include matters related to grievances and constructive disciplineperformance appraisals, recognition and training 

    5. Prepares budget requests and administers the adopted budget in assigned area 

    6. Prepares and submits all required reports of operation including those to Local, State, and Federal entities 

    7. Professionally handles citizen complaints or suggestions which relate to the plant's mission 

    8. Ensures that all necessary materials, supplies and equipment are on hand in order to complete the mission 

    9. Advises subordinates and city officials of the status of the program and operations 

    10. Participates in the development of a capital improvement plan as required 

    11. Assists with the work necessary for the plant to keep its National Pollutant Discharge Elimination System (NPDES) permit 

    12. Develops and submits monthly reports of plant performance to the Maryland Department of the  Environment and applicable regulatory agencies.

    13. Performs other duties as assigned

    OTHER RELATED FACTORS: 

    ∙ Work exposes incumbent to foul odors and various chemicals used in waste water treatment ∙ Must use respiratory protection devices and other proper protective equipment 

    MINIMUM QUALIFICATIONS: 

    Knowledge, Skills, and Abilities:

    ∙ Ability to communicate orally and in writing 

    ∙ Ability to walk and stand and occasionally stoop, kneel and crawl 

    ∙ Must be able to lift/move loads weighing up to ten pounds and with assistance loads weighing up  to 50 pounds 

    ∙ Ability to work as a member of a team 

    ∙ Ability to pass pre-employment and annual physical examinations 

    ∙ Ability to effectively lead and manage people 

    ∙ Ability to use a personal computer and standard office equipment 

    ∙ A working knowledge of equipment, facilities and a working knowledge of laboratory procedures and practices 

    Education and Experience: 

    ∙ A High School Diploma or GED equivalent and technical training or experience in Biology, Environmental Science, Chemistry or closely related fields; and several years of experience in  water utility. Any equivalent combination of education and experience is acceptable 

    ∙ Possession of a Maryland State Plant Operators License (5A). Willing to obtain a water treatment license.

    ∙ Experience managing people/processes and directing daily work activities
