  • General Description

    This is responsible administrative work in the Case Processing Unit of the Police Records Section. This position will collect, store, and report crime data and case documentation with an emphasis on efficiently creating accessibility of this information to all Police personnel and state and federal partners to support our 24/7 environment.

    This position will function in an overnight capacity, supporting the Officer in Charge (OIC) with phone calls, mail routing, and administrative support within the Records Management System (RMS).

    This is a third shift position (10:00 pm to 6:00 am) working a rotating schedule of five (5) days on/two (2) days off; four (4) days on/two (2) days off. This position will be scheduled for 38.75 work hours per week.

    The successful candidate will be responsible for the following:
    • Review and create police case reports according to mandatory Federal Bureau of Investigation (FBI) and departmental Incident Based Reporting (IBR) requirements.
    • Verify detail, offenses, subject, property, and vehicle entries for completeness and accuracy based on information provided in police reports or public online submissions.
    • Classify crimes and collect statistics in accordance with FBI set standards using City Ordinances, State Statutes, and corresponding crime codes.
    • Identify, interpret, and correct Incident Based Reporting errors.
    • Enter stolen and recovered property into the National Crime Information Center (NCIC) according to the Crime Information Bureau (CIB) specifications.
    • Enter crime and officer safety alerts into police records management system.
    • Track, scan, file, and import case documentation to the police records management system.
    • Coordinate workflow processes with other units in the Records Section.
    • Monitor reports for and document missing persons, warrants, and arrest data.
    • Participate in the management of modernizing historical data into electronic records.
    • Work with sensitive and confidential information.
    Stated salary is scheduled for a 2% increase in July 2024.

    Examples of Duties and Responsibilities

    Administrative Support in Overnight Capacity in Officer in Charge's Office
    • Answer phone calls.
    • Route mail.
    • Monitor parking tow line.
    • Troubleshoot police software or hardware issues.
    Case Report Processing
    • Verify police officer case reports for mandatory Incident Based Reporting data fields (up to 50 fields), and add missing fields based on information reported to police officer.
    • Create police incidents from public online self-reports and enter all data fields.
    • Create a police case from police officer paper documentation and enter all data fields.
    • Scan or import time sensitive case and court-related paperwork to a police case and enter necessary data fields.
    • Enter specific arrest data fields for Incident Based Reporting.
    Quality Control
    • Verify correct Incident Based Reporting crime codes in complex cases.
    • Verify correct spellings, dates of birth, and addresses for persons attached to police cases.
    • Verify correct Incident and Case data and coordinate with other units as necessary.
    • Check for duplicate person or business jacket data and consolidate as necessary.
    • Correct monthly Incident Based Reporting error report listings in preparation to submit to the State of Wisconsin and FBI.
    Data Entry
    • Enter information into the NCIC/Transaction Information for the Management of Enforcement (TIME) and police records management systems, to include the following: stolen and recovered articles, license plates, guns, and bicycles; serial numbers of stolen property; alerts for officer safety and serious crimes; missing juvenile and endangered adult documentation; gang and violent person documentation
    Other related work as assigned.

    Minimum Qualifications

    • Three (3) years of responsible administrative experience, at least six (6) months of which included responsible direct public contact.
    -OR-
    • Bachelor's Degree from an accredited institution.
    If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

    Four (4) years experience in applying the following:
    • Office practices and procedures.

    Familiarity with the following:

    • Data entry and verification procedures.
    • Computers and database applications in an office setting.

    Special Requirements

    Ability to meet the transportation requirements of the position.

    Must obtain Basic TIME (Transaction Information for the Management of Enforcement) certification within six (6) months of hire and must be re-certified every two (2) years. Because of this certification, candidates must undergo a thorough background check including fingerprints, and will be disqualified based on FBI guidelines.

    Physical Requirements:

    This position requires a significant amount of work performed while seated at a computer terminal.
