Police Sergeant is responsible for supervising patrol officers and agents as assigned and maintaining the chain of command within the operations of the department. Responsible for developing training programs for department personnel, directing special units, preparing special reports or projects as assigned, receiving and reviewing reports from officers, and assigning personnel in accordance to specific needs. Being a Police Sergeant requires a bachelor's degree in criminal justice and/or additional certifications and at least 5-7 years of law enforcement experience. Typically reports to a chief of police, captain, or lieutenant. The Police Sergeant manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Police Sergeant typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     **Successful candidates who transfer from another agency will retain their CalPERS Classic status formula (3@50 and 3@55) if transfer is effective with less than a 6 months break in service.  

    Supervises employees who perform all classes of law enforcement work.  Duties include, but are not limited to, planning work, coordinating field activity, counseling, and training of personnel.  The employee shall have the personal qualifications of leadership and supervisory ability, knowledge of laws and court procedures, and be familiar with the police department’s accounting procedures, policies, rules and regulations.  Under the general supervision of the Police Captain (and/or the Police Lieutenant) the Police Sergeant may provide supervision of sworn or non-sworn personnel for a specified period of time.  Personnel being supervised may be, but is not limited to, police corporals, police officers, community service officers, dispatchers, records specialists, volunteers and inmates assigned to work release programs.  The Police Sergeant may serve as the Watch Commander in the absence of the Police Captain.  

    • Provide immediate first-line supervision for personnel on a designated Watch. The Police Sergeant must provide effective supervision of all assigned personnel.   Must exhibit leadership skills at all times, maintain discipline and insure that all rules and regulations are followed.
    • Handle calls for service and perform various aspects of police work as needed to maintain public safety.
    • Assist the Police Captain in planning, coordinating, and directing the activities of personnel.  Provide counseling and training as required. Ensure that goals, and watch priorities are met, effective schedules and methods of providing services are established and policies and procedures are utilized as necessary to accomplish the mission.
    • Perform special projects, and ensure that problem oriented, and community oriented policing projects or programs are utilized.  Ensure that projects or programs are documented accurately, organized in an efficient manner, and completed in a timely fashion.
    • Assist the Police Captain in developing goals, objectives and priorities for the watch.
    • Review and approve police reports and other documents submitted by police personnel.   Review reports to ensure they are accurate, thorough, completed on time and meet department standards.
    • Accept and resolve citizen complaints where possible.  Ensures that the receipt of all citizen complaints is properly documented per Department policy.  Ensure that the proper documentation is complete and forwarded up the chain of command.   Provides feedback and follow-up as required, effectively responds to inquiries from the general public, press, or outside agencies when appropriate.  Utilizes appropriate public relations skills and techniques.
    • Conducts roll call briefings and /or training during a designated Watch.  Briefings are complete, concise and effective communication skills are exhibited.  
    • Monitors personnel equipment usage.   Maintains and completes accurate records on department equipment with respect to location, storage, assignment and damage of department equipment.  Ensures that all personnel are provided with the necessary equipment to perform their duties.   Ensures that damaged or lost equipment is reported in a timely and appropriate manner to the proper chain of command.  
    • Perform other duties as assigned and proactively enforces laws, rules and regulations.   Conducts their supervisory responsibilities and other duties related to enforcement in a manner geared at assisting in the reduction of the crime rate and the reduction of calls for service.
    • Supervise personnel and perform work in a cooperative and appropriate fashion with the personnel assigned to the Dispatch Center.
    • A Sergeant may be, periodically, assigned to either the Operations Division and/or the Support/ Special Services Division.
    • Sergeants may be assigned to collateral duties that include, but are not limited to, Internal Affairs Investigations, Background Investigations, Range Master, Use of Force Instructor, SWAT Team Leader, Traffic Supervisor as well as policy review & development, equipment acquisitions & replacement, and other staff work as assigned. 
    • Sergeants may be required to wear a variety of uniforms (Class A, Class B, Class C & Tactical uniforms) as well as wearing plain clothes attire (suit & tie, business casual). Determination of the appropriate attire will be dependent upon a particular assignment.

     WORK ENVIRONMENT:

    • Incumbents in this classification are required to work on a shift schedule, including weekends and holidays, which are subject to being changed on short notice.
    • Employee may at times work indoors for only 10% of the time and work outdoors for as much as 90% of the time (including time spent in a patrol car or other police vehicle).   Employee goes from being seated in a docile position in their police cars or office to a highly energized position, and then return to a docile position.  The job can be very fast paced and may require quick changes in pace within a short period of time.  
    • While performing the duties of this job indoors, the work environment is generally in a temperature-controlled office.
    • Employees regularly work outdoors at all times of day and in all weather conditions and are routinely exposed to hazardous situations that may result in injury, death or use of deadly force on others.  
    • Noise level in the work environment is usually moderate but the employee may occasionally be exposed to high level noises, including but not limited to, emergency vehicle sirens, gun fire, shouting and yelling.

    Knowledge of principles and practices of effective supervision, counseling, and training; department rules and regulations; criminal law; apprehension, arrest and custody of persons committing misdemeanors and felonies, including rules of evidence pertaining to search and seizure and the preservation of evidence; police methods and procedures related to patrol, philosophy of community oriented policing and problem solving, traffic control and investigation techniques; laws and court procedures; effective written and oral communications skills; police department accounting and budgeting procedures, City and Department policies, rules and regulations; and effective public relations skills.

    Ability to:
    Interact effectively with the public and employees. Supervise and direct assigned area of responsibility; provide effective leadership; analyze situations and adopt effective courses of action; interpret and apply laws and regulations; prepare clear and concise reports; operate a police vehicle safely; properly use a police radio; effectively operate a variety of computers and computer related technologies; proper use  and care of firearms and other protective equipment; supervise and train assigned personnel; communicate effectively, both orally and in writing; effectively counsel employees; and maintain positive, cooperative and effective relationships with other supervisors and management. 
     
    Education: 
    Any combination of training and experience that provides the required knowledge, skills and abilities necessary for the position; typical education would include a high school diploma or equivalent; Candidates shall have met the minimum educational requirement for the position of police officer. Desired education would include, but not be limited to, an Associate in Arts/Science Degree and /or Bachelor in Arts/Science degree. Other relevant education would be considered as well.
     
    EXPERIENCE:
    Minimum:
    Possession of a POST Intermediate Certificate and four years experience as a Police Officer in the State of California as of the date of promotion (minimum requirements).  
     
    Desirable Experience & Qualifications
    Five years experience as Police Officer in the State of California, Possession of a POST Intermediate Certificate and having attended the POST Supervisory Course.

    SPECIAL REQUIREMENTS
    •  Within one year of appointment complete the P.O.S.T. Supervisory Course.  
    • Within 30 months of appointment, qualify for the P.O.S.T. Supervisory Certificate.
