    Job Description

    Iowa Department of Transportation’s Mission is Making Lives Better Through Transportation.     This position is open to the Program Management Bureau only and is an at-will position reporting directly to the Transportation Development Division Director. 

    Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

    Location: Iowa Department of Transportation Central Office in Ames.
     
    Shift Requirements: 40 hours per week with some travel and overnight travel.
     
    As Director of the Program Management Bureau, this position will lead the bureau and provide direction to the bureau.
     
    The Program Management Bureau Director is responsible for the development of the Five-Year Transportation Improvement Program (Program) which is legislatively mandated to document the state’s investment of approximately $4.5 billion of state and federal funding on highway projects over the coming five-year period. The Program also documents all other state and federal investments made on Iowa’s multimodal transportation system. The development of the Program requires close and extensive consultation with other bureaus and divisions within the department, the department director, the Transportation Commission, other state agencies, and the federal government.
     
    The Program Management Bureau Director is also responsible for the efficient management of federal-aid funding that comes to the state of Iowa for highway projects. This position is responsible for effectively obligating these funds to assure no federal monies are lapsed or withdrawn which would result in a loss of transportation funding to Iowa. Effective management is critical to assure the state of Iowa maximizes the amount of federal funding that comes to the state.
     
    This position is also responsible for the coordination and development of the Statewide Transportation Improvement Program (STIP) which is a federal document used to identify all highway and transit projects across the state of Iowa that are utilizing federal funds in the coming four-year period. This requires extensive coordination with local governments, regional/metropolitan planning organizations, transit agencies, and other bureaus. Guidance for the development of the STIP is developed and provided by the bureau concerning funding availability, project eligibility, and consistency with long-range plans. The detailed and fiscally constrained STIP information must be approved by the Federal Highway Administration and the Federal Transit Administration by October 1 each year for the state to be eligible to receive over $700 million of federal funding for the department, local jurisdictions, and transit agencies.
     
    This position is also responsible for managing and conducting Transportation Commission tours and public input meetings, managing the State Park & Institutional Road Program, and managing the department’s Primary Road Fund cash flow models.
     
    The Director has a key role in the department’s responsibility to provide services of value and excellence to customers inside and outside of the department. The Director is expected to strive for personal and work unit excellence by continuous improvement, understanding and communicating customer needs and priorities, building a work environment of trust and respect, and improving work processes and systems. The Director is further responsible for the recruitment, retention, and career development of assigned staff and is responsible for the assigned resources.

    Minimum Qualification Requirements

     

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
    1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
    2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
    3) All of the following (a and b):
    a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
    4) All of the following (a, b, and c):
    a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
    5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
