Program Manager coordinates and monitors the scheduling, pricing, and technical performance of company programs. Negotiates and prepares contracts by considering the financial conditions, resources, and contractual requirements. Being a Program Manager develops new business and expands product line. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Additionally, Program Manager ensures projects are completed on time and within budget. Acts as advisor to program team regarding projects, tasks, and operations. Prepares proposals to win new programs. Requires a bachelor's degree. Typically reports to a department head. The Program Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Program Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. - Develops priorities for effective use of resources.
- Works with team members enacting an initial repeatable process for performing reviews and assessments, and documenting analyzing and reporting findings.

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as: (1) managing wild horses and burros programs to include developing policies, budgets, regulations, and guidance for the management, study, capture, handling, maintenance, transportation, distribution, adoption/destruction of wild horses and burros and rangeland management, wildlife and vegetation; (2) analyzing complex and controversial wild horses and burros program issues with a national scope to develop solutions that may require extensive research and outreach to other experts; (3) managing communications and procurement actions for wild horses and burros programs, and rangeland management, wildlife and vegetation..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
