The incumbent will serve in the Development Position in the Contracting Career Field- Rates Analysis Branch, which is two or three years in length, depending on whether the incumbent has a bachelor's or master's degree. The Developmental Position consists of a combination of on-the-job rotations and training courses, with the goal of grooming the incumbent to become a fully functional Contract Specialist- Rates Analysis upon completion. For the three year program, the incumbent is hired on at the GS-7 Step 1 Level, with annual progression to the GS-12 Step 1 upon successful completion. For the two year program, the incumbent is hired on at the GS-9 Step 1 Level, with annual progression to the GS-12 Step 1 Level upon successful completion. Upon graduation from the program, the incumbent will serve as a Contract Specialist at the Supervisor of Shipbuilding, Conversion and Repair, USN, Newport News, Virginia (SUPSHIPNN).
SUPSHIPNN is responsible for administering Department of the Navy shipbuilding contracts at Huntington Ingalls Incorporated, Newport News, Virginia, one of the largest shipyards in the nation, and largest industrial employer in Virginia.
The contracts are complex and typically extend over numerous years. Examples include contracts to construct, repair, design, refuel and/or overhaul nuclear powered aircraft carriers and submarines for the U.S. Navy.
The team member serves in the Rates Analysis Branch, Proposal and Rates Analysis Division. This division provides a wide range of analytical services to assist in determining the price reasonableness of contractor cost and price proposals and contract rates (e.g., labor, overhead, billing or change rates, etc. ) The position includes in-depth evaluations of contractor cost and price proposals and assists the Contracting Officier by recommending pricing objectives for use in contract negotiations.
