Recruiting Manager implements and manages processes to attract, evaluate, and refer candidates for open positions through recruiting website, employee referrals, on-site recruiting and other sourcing methods. Oversees an organization's recruiting program, policies, and procedures. Being a Recruiting Manager evaluates and communicates key metrics to recommend appropriate recruitment strategies and ensure positions are filled efficiently and effectively. Reviews and approves content and placement of advertisements and job postings. Additionally, Recruiting Manager secures appropriate resources for staff to be successful. Maintains relationships with schools, advertisement, and recruitment agencies. May be responsible for the recruitment process for senior level and executive positions. Requires a bachelor's degree. Typically reports to a director. The Recruiting Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Recruiting Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • The HR Recruiting Manager provides technical knowledge and leadership to the HR Recruiting Team and across the Agency to support recruiting and onboarding policies, procedures, pay, and other processes related to MWVCAA recruitment. This role directly supports the Associate Director in executing key human resources functions to operate successfully and with integrity throughout the organization.

    Candidates must submit applications by 06/16/24 in order to be considered for first-round interviews.

    MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.

    EDUCATION and/or EXPERIENCE

    • Three or more years of HR related or administrative experience. Preference given to candidates who have HR recruiting and onboarding experience.
    • Two or more years of managerial or leadership experience required.
    • An Equivalent combination of education and experience may be considered.

    KNOWLEDGE, SKILLS & ABILITIES

    • Solid math and analytical skills.
    • Ability to plan, problem solve, reason and prioritize.
    • Strong verbal and written communication skills, including proficiency in editing written works.
    • Presents information in a concise manner to small and large groups.
    • Experience meeting deadlines, organizational and staff relations skills.
    • Demonstrated knowledge of State and Federal labor laws and practices.
    • Attends professional training and stays current with state and federal employment laws, regulations, and best practices.

    CERTIFICATES, LICENSES, REGISTRATIONS

    • Driver qualification status is not required for this position.
    • Successful registration with the Child Care Division's Central Criminal Background Registry.
    • Candidate must pass a comprehensive MWVCAA background screening prior to employment.
    • Candidate must pass pre-employment and random drug/alcohol screenings.

    **ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

    • Creates, edits and posts jobs on various job boards, websites, community locations, and at schools.
    • Advises hiring managers to interview qualified candidates as required under HR guidelines.
    • Meets with candidates to assist with the completion of pre-employment screening items, such as drive records, completion of references, and background checks.
    • Meets with new staff to on their 1st day for employee onboarding. Performs I-9 Identification checks, administers W4s for staff to complete, and assists with other 1st day onboarding tasks. Performs or oversees data entry of information into payroll system accurately and in a timely manner.
    • Completes clerical tasks such as filing, data entry and scanning of new employee documents once onboarding is completed. Follows Agency interview panel process, collecting and storing documents when recruitments close.
    • Ensures Recruiting Team and Agency hiring managers are performing recruiting, onboarding, and hiring processes in a manner that supports the Agency's DEI initiatives and goals.
    • Meets with new Hiring Managers for hiring specific trainings. Trains on HR hiring processes, forms, best-practice and ATS system.
    • Analyzes data from ATS and HRIS to identify patterns related to application traction, hiring timelines, employee turnover, DEI, and other related topics as assigned by Associate Director and CHRO.
    • Delegates to HR Recruiting Specialists incoming job requisition surveys, job offer request forms (JORFs), and other recruiting and onboarding related duties and inquiries according to department standards. Checks with Associate Director for complex requests.
    • Monitors HR Recruiting Specialists work to ensure they are following the correct processes and following best practice as training by HR Manager, Associate Director and CHRO.
    • Assists the Associate Director in providing leadership for the HR Team and employee programs; researches, leads and coordinates human resources projects in the areas of compensation and benefits, Agency onboarding programs and work distribution.

    SUPERVISORY RESPONSIBILITIES

    Directly supervises approximately 3 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities for this position include interviewing, hiring, and training employees, as well as planning, assigning, and directing their work and appraising their performance. The HR Recruiting Manager is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.

    • Handles matters calmly and proceeds with an objective and thoughtful manner when interacting with others.

    WORK ENVIRONMENT

    • Mostly indoor work environment with frequent interruptions and demands.
    • Working evenings and weekends when necessary.
    • Occasional remote work from home.
    • Occasionally exposed to outside weather conditions.
