This position will be a hybrid blend of local work from home and in person work at the HAP building in Troy, MI.

GENERAL SUMMARY:

The RFP Proposal Manager is responsible for leading the requests for proposal (RFPs), requests for information (RFIs) development processes, and ensuring adherence to the proposal process by creating responses to proposal questionnaires using HAP's RFP Database, interviewing subject matter experts (SMEs), and conducting research; drive the receipt of cross-functional responses to ensure timely and comprehensive completion of required responses. As an individual contributor, you will be an integral part of the team and will lead projects and proposals. This position manages all aspects of assigned Request for Proposals to submission and collaborates with internal stakeholders to support sales objectives for both new and renewing business.

PRINCIPLE DUTIES AND RESPONSIBILITIES:

• Manage the proposal development process of mid-size, moderately complex RFPs, from initial strategy meeting through production; serve as first point of contact to internal stakeholders with regard to bid opportunity, product gaps, or process roadblocks.
• Ensure adherence to HAP's proposal process by creating responses to proposal questionnaires using the Qvidian proposal software, interviewing subject matter experts (SMEs), and conducting research; drive the receipt of cross-functional responses to ensure timely and comprehensive completion of required responses.
• Develop concise, accurate, and well written responses to proposal questions through partnership with stakeholders to ensure responses clearly convey proper business perspectives, strategic positioning and key messaging of the sales lead, delivery director, and/or client and ensure proposal is packaged professionally and meets all proposal requirements and timeframes.
• Review proposals to identify new questions, areas of concern, unique requirements and opportunities for differentiation.
• Serve as liaison to Provider Network, Pharmacy, Care Management, I/T, Vendor Management, Underwriting and other departments to drive RFP process and response improvement to help promote company-wide understanding and adherence to the RFP process.
• Lead, organize and facilitate meetings throughout the year with sales and SMEs to ensure RFP responses effectively and accurately represent the varied and unique products and services.
• Work with legal and all levels of the organization, including executive leadership, to garner approval on any deviations from standards related to business requirements.
• Perform annual updates to the RFP Database to maintain a library of approved well-written content for inclusion in future RFP responses.
• Monitor and assist with annual certification requirements such as City of Detroit Certifications, Gaming Certifications, etc.
• Track, monitor and report out on key statistics to showcase RFP responsiveness as well as business opportunities.
  
  

EDUCATION/EXPERIENCE REQUIRED:

• Bachelor's degree in English, Journalism, Marketing, Communications, or related area of study, or equivalent combination of education and/or relevant work experience.
• Minimum of 4 years of work experience responding to proposals, or similar experience in project management.
• Excellent writing, editing, communication and organizational skills.
• A thorough understand of the current RFP process and the ability to initiate process change as appropriate.
• Ability to meet strict deadlines and balance multiple projects simultaneously without compromising quality.
• Excellent collaborative and interpersonal skills with the ability to develop strong working relationships with internal team members at all levels.
• Ability to identify when input from Director or other senior staff members is necessary.
• Proficient in MS Word, Teams, Excel, PowerPoint and familiarity with RFP database software.
